First Meeting of the XIX IACML Working Groups

1)  Overview

The first Meeting of the Working Groups of the XIX IACML is held in compliance with the Inter-American Conference of Ministers of Labor (IACML) Calendar of Activities for 2016-2017

Objective:

Continue the discussion on the topics and tasks assigned by the Declaration and Plan of Action of Cancun 2015 to the Working Groups of the IACML:

·  Working Group 1: “Integrated public policies for productive employment and decent work with social inclusion”

·  Working Group 2: “Institutional strengthening to protect workers’ and employer’s rights and promote cooperation”

Participants:

·  Representatives appointed by the Ministries of Labor of the OAS Member States

·  Representatives of workers and employers grouped within COSATE and CEATAL

·  Representatives of International Organizations linked to the IACML process and other special guests.

2)  Guiding Questions

The authorities of the Working Groups have developed a list of guiding questions on the topics for each session, which are based on the mandates of the Declaration and Plan of Action of Cancun, adopted at the XIX IACML in 2015, and seek to assist delegations in preparing for the meeting and to enrich the debate.

Participants are kindly requested to answer these questions and send their responses to the Technical Secretariat () no later than June 15th, 2016. Thank you for your collaboration.

Working Group 1

Panel 1: Reflection on the new world of work

1. Given the changes generated by technology and the “On-Demand Economy” phenomena (uber, airbnb, etc.), what is the future of labor relations? How are governments addressing these changes –such as, new ways to work, the virtual world and markets integration- in the development of public policies?

2.  What measures are What measures are governments taking to better prepare (mitigate negative impacts and take advantage of potential) for the changes mentioned in the previous question? How are governments preparing to ensure rights at work vis a vis new forms of labor?

Working Group 2

Panel 1: Strengthen enforcement of labor legislation and regulations, beyond labor inspection

1. What strategies, policies and programs, that complement labor inspection, is your government developing to promote compliance of labor legislation? Please indicate successful elements and lessons learned.

Panel 2: Occupational Health and Safety, emphasis on new labor risks

1. What efforts is your government developing to identify and address the new risks to workers’ health, especially related to non-communicable diseases and workplace stress?

2. How is your government advancing on achieving greater inter-sectoral coordination (labor, health, etc) and greater collaboration with workers and employers regarding occupational safety and health management?

Funding: Each delegate is responsible for his/her own travel expenses.
