Introduction
This Design and Access Statement has been prepared on behalf of Cardtronics Cashzone in support of an application submitted for the installation of an Automated Teller Machine and illuminated signage.
The initial purpose of the proposal is to provide 24 hour banking facilities for customers using Aderaeron Stores Bridge Street Aberaeron.
As this installation is for an ATM within the existing external façade, some aspects such as “layout” and “Access” are of limited applicability.
Design Principles and Concepts
Design
The site is a Convenience Store in Bridge Street Aberaeron.TheinstalledATMprovidesdirect and unobstructed access and has beeninstalled to the far leftof the Convenience Shop glazed shop front, left of the entrance door as a through glass installation. ATM fascia with Cashzone polycarbonate black and green illuminated surround signage, with illuminated white lettering and halo illumination. To the top of the ATM fascia is an illuminated green acrylic Cashzone sign.The ATM was installed on 12th September2016
Design Principals
The ATM is of a standard design as located in many areas throughout the UK and is accepted as a necessary facility. There are a number of mandatory standards which apply relating to the position of the ATM, it’s visibility, ambient lighting, building structure, security features, ATM anchoring and ATM safe security and strength.
Scale
The dimensions of the installationare:-
ATM fascia and surround signage has been set at a height of 735mmfrom the pavement level tothe underside of the surround signage.
Signage Height 1379mm.Width 866mm. in black and green polycarbonate with white internally illuminated lettering and halo illumination.
The display screen is carefully shielded from ambient lighting to prevent glare and reflection, ensuring a clear and sharp image is visual by both standing and seated users.
Site Analysis
Access to Aberaeron Stores is from Bridge Street. The site is on the junction of Bridge Street and Water Street. The Property is bordered by primarily retail and residential property. In front of the store is single yellow line parking restrictions. There is an adjacent Public car park in Market Street.

A1. 3 A DAS Listed Building Statement for Exterior Works
Aberaeron Stores is a two and three storey building under tiled roofs. Shop front and cream render with timber frame white painted sash windows with ornamental stone lintols. The area is primarily Retail and Residential, building is on the corner junction of Bridge Street and Water Street. The ATM has been installed in the two storey part of the building.
Majority of buildings in Bridge Street an Aberaeron are period renders building in various subtle colours. Buildings are all well kept and are of a significant heritage value believed to be Victorian or Georgian.
The ATM has been installed as a through glass installation to maintain as much original glazing as is possible and the timber window frame to the left of the store entrance has been retained as original. ATM signage and size of signage is compatible with the existing Shop front fascia sign.
There does not appear to be any other banking or cash withdrawal facilities in Bridge Street so the installed Cardtronics Cashzone ATM provides a much wanted facility to the residence of Aberaeron and an advantage to the business of retailers in Bridge Street.
Policy Context
EV1 Design states
Be appropriate to its local context in terms of scale, height, massing, elevational treatment, materials and detailing, layout, form, mix and density.
The ATM fascia and cashzone surround black and green signage fit within the shop front elevation window at a suitable scale without any design alterations to the Convenience Shop glazed shop front.
EV3 Accessibility states
Provide access and facilities for all.
The installed ATM provides direct and unobstructed access located through glass to the Convenience Shop front elevation.
The display screen is carefully shielded from ambient lighting to prevent glare and reflection, ensuring a clear and sharp image is visual by both standing and seated users.
The ATM has been installed at a suitable height in order that the cash dispenser can be easily accessed, in accordance with DDA regulations
EV13 Shop fronts states

The dimensions of the proposal are:-
ATM fascia has been set at a height of 735mm from the pavement level to

The ATM Surround Signage is 866mm wide by 1379 mm high.
Surround Signage black and green polycarbonate with internally illuminated white lettering “free cash withdrawals and free balance enquiries ” White halo illuminated boarder in Duralite PMS 368 illuminated LED tape.
Movement
The proposal has no impact on the current means of local travel.

Access into and around the Convenience Store is unaffected by the works.
The installation has been designed to anticipate and overcome the restriction that would prevent disabled persons from making full use of the service to be provided together with the needs of more vulnerable people from protection of attack and intimidation.
Character: amount of development
The proposed ATM and signage is proportionate to the size tothe shop front design and the shop front design is not effected or altered by the installed ATM.
Proposed signage is compatible in design with the existing shop front fascia signage

There is no change in property layout in this proposal.

There is no change in property scale in this proposal.

The ATM NCR fascia and cash zone surround signage design are compatible in size and design to the Convenience Store shop frontfascia design.
Character appearance
The ATM is a modern design with a black and green halo illuminated surround signage with white internally illuminated lettering. Within the ATM fascia is an internally illuminated white and green acrylic sign 495mm wide by 176mm high. The character of the property is little affected by the proposal as the property carries larger shop front facia signage.
Community Saftey
Ensuring attractive, safe public spaces.
Security through natural surveillance
This site has a high level of vehicle and pedestrian movement ensuring safe public spaces through natural surveillance.
Layout
The ATM has been installed at a suitable height in order that the cash dispenser can be easily accessed, in accordance with DDA regulations.
Landscaping
Due to the nature of the proposal, we feel the application will not benefit from any landscaping.
Appearance
The installed ATM is a standard NCR5887design with Cardtronics Cashzone black and green polycarbonate surround with illuminated lettering and halo illumination.
At the top of the ATM fascia is a green illuminated Cashzone acrylic sign.
Access
The installed ATM hasgood access for the public. Due to the flat surface to the frontage and its position within the frontage.
The installation has been designed to anticipate and overcome the restriction that would prevent disabled persons from making full use of the service to be provided together with the needs of more vulnerable people from protection of attack and intimidation.
The ATM is set at a height that makes it accessible for wheel chair users. Key 5 has raised markings for blind persons to identify the centre key.
Crime Prevention
Cardtronics Cashzonecarry out an end to end solution using Cash in Transit (CIT) and engineering staff, our security managers consider the following for every installation deliveries, parking outside the unit and line of sight of the replenishment for the staff.
