MINUTES OF THE APRIL 15, 2013 MEETING
Rosemary Hogan-Cunningham called the meeting to order at 6:56 P.M.
MEMBER’S PRESENT: Rosemary Hogan-Cunningham, Chairman, Sue Cannon, Douglas Hamilton, Edward Lanati, Gary McGuire, Roger Nelson, Barbara Sullivan, and Frances Urbank.
ALSO PRESENT: Steven Wawruck, Jr. First Selectman, Lori Lapointe, Assistant to the Director, and John Sullivan, Municipal Agent.
ABSENT: William Hamel, and Ann Marie Claffey, Director.
PUBLIC: Florence Drouin.
SECRETARY’S REPORT: Upon a motion by Barbara Sullivan, and seconded by Frances Urbank; the March 25, 2013 minutes were approved. Roger Nelson abstained.
TREASURER’S REPORT: Lori Lapointe presented the Treasurer’s Report provided by the Finance Dept. Discussion followed on account financial information. Barbara Sullivan made a motion to approve the Treasurers Report, seconded by Sue Cannon, the motion was approved.
PUBLIC INPUT: Florence Drouin spoke about the position of trip leaders to the casinos. She had been a trip leader many times and has a petition signed by attendees from the last Foxwoods trip, to allow her to hold that position. The board stated others have come forward and asked to be trip leaders, and there is now a rotation list. Discussion will continue at future CONA meetings.
BUS COORDINATOR’S REPORT: Lori Lapointe presented the February2013 and March 2013 reports. Discussion on ridership, trips, schedules, and bus pass fees. Upon a motion by Sue Cannon and seconded by Roger Nelson, the Bus Coordinators Reports were accepted.
DIRECTOR’S REPORT: Lori Lapointe presented the Director’s Report.
Ø Programs and Upcoming events: SCAN highlights for April “Volunteers”, Scrapbooking, AARP Safety Driver Course, Hearing Checks, “Travel Night” Tour of distinction on upcoming cruise, and Dr. Carniglia Program. May highlight for SCAN “Creative Crafts”. Locks Fitness Center had approximately 186 visits.
Ø Chartered Trips include: West Point Dress Parade, Texas Tenors At Fox Theater includes Foxwoods Bonus Package, Connecticut Dixieland Cruise, Deana & Ricci Martin includes Foxwoods Bonus Package, The Schooner Argia Mystic with shopping in downtown Mystic, Tanglewood-Boston Pops with Keith Lockhart and Vince Gill, Mystic Land & Sea-Cornerstone Playhouse “The Amazing Kreskin”, Deluxe Cape Cod, Best of Bar Harbor, and Suffolk Downs. A No-Fly Cruise Tour: Charleston, Savannah, and the Caribbean. Also Foxwoods and Mohegan.

Ø Silver & Fit-Aetna/CIRMA Risk Assessment has been done and a program book has been drawn up. A copy has been given to Shannon at the town hall.
Ø The Finance Board has finalized the requirements for the town to receive the Coffin Trust and will advise CONA when the monies are available.
Ø Volunteer Reception will be held on April 30, 2013.
Ø Bus Pass Fees increase to $30 on July 1, 2013. A onetime trip fee is increased to $10.
Ø Steven Wawruck, Jr. reported he and Patrick McMahon met with the new owners of the Hillpoint Hotel. The hotel has been brought up to code, revamped, and the pool has been regrouted. The new owners talked about a senior living area in one wing for rentals, and a business center. There is a handicapped lift available in the pool area, and they are reaching out to the Park and Rec.
Ø Steven Wawruck, Jr. spoke about the parking issues for seniors at the senior center. The property next to the center will be available for sale. He spoke about declining numbers of participates for some senior programs because of the parking issues. He recommended that CONA create a subcommittee to study the parking issues and whether the Coffin Trust money could be used to alleviate the problems.
Ø Steven Wawruck, Jr. spoke about the exercise center. Insurance certification, regular maintenance, monitors available, certifications especially in CPR should all be completed and up to date for the town’s protection. He asked CONA to be cautious about expanding potential liability to the town.
COMMITTEE REPORT AND ACTIONS:
a) Transportation Committee: Policy and Procedures Recommendations. No Report.
b) Community Outreach Committee: No Report.
MUNICIPAL AGENT REPORT: John Sullivan reported the May SCAN will have information on the Channel 30 Health and Wellness Fair. He will have information about vegetables that fight cancers, and the USDA recommendations to eat whole grain. The tip of the month is about a general statue that benefits the consumer. If a product rings up with the wrong price other than the posted price listed, you can get that item for free, up to a $20 value.
OLD BUSINESS:
a) F.Y. 2013-2014 Budget: Update of Appeal Process. Rosemary Hogan-Cunningham reported no appeal was done on April 2 due to the fact that the Finance Board restored all funds to budgets for a future Town Budget Hearing and vote. Steven Wawruck, Jr. First Selectman will be meeting with Ann Marie Claffey and Rosemary Hogan-Cunningham to plan approach for future discussion of a reclassification of the Assistant to the Director’s position with the Finance Board. Non bargaining units received a 2% raise.
NEW BUSINESS:
a) Annual Procedures Update. Tabled.
b) Douglas Hamilton stated he has been asked by a beautician if the center is interested in her offering hair cuts for seniors at a reduced rate. After a discussion the board suggested she should contact Ann Marie Claffey.
