According to the Laws of Ukraine "On Legal Regime of the territory contaminated by the Chernobyl accident", "On Nuclear Energy and Radiation Safety", "On general principles of future operation and decommissioning of Chernobyl NPP and transformation of the destroyed fourth power unit of this NPP into ecologically safe system "," on information "Regulations of the Ministry of emergencies of Ukraine approved by the Decree of President of Ukraine dated April 6, 2011 № 402, to organize visiting of the exclusion zone and the zone of unconditional (mandatory) resettlement

ORDER:

1. To approve the procedure visiting exclusion zone and the zone of unconditional (mandatory) resettlement, this is attached.

2. To declare null and void order MOE of Ukraine on February 18, 2011 № 159 "On approval of the visiting citizens of Ukraine, foreign delegations and foreigners of Exclusion Zone of unconditional (mandatory) resettlement", registered with the Ministry of Justice of Ukraine on February 25, 2011 , № 243/18981.

3. To the Legal Directorate (Povoroznyk R.R.) to submit the present order of state registration with the Ministry of Justice of Ukraine.

4. This order comes into force after its official publication.

5. Control over the implementation of this order reserves.

PROCEDURE
of visiting of the exclusion zone and zone of unconditional (mandatory) resettlement

I.Terms

1.1. This procedure is designed in accordance with the Laws of Ukraine "About the legal regime of the territories contaminated by the Chernobyl accident", "On Nuclear Energy and Radiation Safety", "On general principles of future operation and decommissioning of Chernobyl NPP and transformation of the destroyed fourth reactor unit of the NPP into ecologically safe system "," on information "," on human protection from ionizing radiation "in order to implement state policy in the consequences of the Chernobyl accident early decommissioning of the Chernobyl nuclear power plant, transformation the destroyed fourth power unit of this NPP into an environmentally safe system, and to the right of citizens to visit with the informative purpose to nuclear installations and facilities designed for radioactive waste in the exclusion zone and zone of unconditional (mandatory) resettlement.

1.2. The procedure defines the mechanism of visit by working groups, commissions, formed by the decisions of the Verkhovna Rada of Ukraine, President of Ukraine and the Cabinet of Ministers of Ukraine, and some officials of government, citizens of Ukraine, foreign delegations, foreigners and stateless persons (hereinafter - the visitors) of nuclear facilities and facilities designed for radioactive waste in the exclusion zone and zone of unconditional (mandatory) resettlement and enforcement of rules of radiation safety during a visit to this territory.

1.3. The terms have the following meanings:

First zone (10-km zone) - the territory within the 10-kilometer radius around the Chernobyl NPP;
Second zone (buffer) - The territory of 10-kilometer border zone to the external limits of the exclusion zone (except the city of Chernobyl).

II. Organization of visits to the exclusion zone and zone of unconditional (mandatory) resettlement

2.1. The organization of visiting to the exclusion zone and zone of unconditional (mandatory) resettlement is carried out by the State Agency of Ukraine on exclusion zone management (hereinafter - Organizer).

2.2. The organization of visiting to the exclusion zone and zone of unconditional (mandatory) resettlement by official bodies of state power, working groups, commissions, formed by the decisions of the Verkhovna Rada of Ukraine, President of Ukraine and the Cabinet of Ministers of Ukraine, foreign delegations on the basis of decisions of relevant bodies international collaboration plans and international treaties.
The organization of visiting the exclusion zone and zone of unconditional (mandatory) resettlement citizens of Ukraine, foreigners and stateless persons is done on the basis of their written requests.
Written request on the intention of visiting the exclusion zone and zone of unconditional (mandatory) resettlement submitted by citizens of Ukraine, foreigners and stateless persons to organizer must be presented in ten working days before the visit.

2.3. In a written request by citizens of Ukraine, foreigners and stateless persons shall include:

• surname, name, patronymic (if any), nationality and passport details;
• purpose of visiting;
• term of the visits (date and time of entry and exit);
• object (route), which is scheduled to visit;
• nature and extent of information wanted by the visitor;
• person with whom the meetings (if necessary).
Request is made with the full answers to all questions without contractions and abbreviations.
In a written request necessary to attend the additional information concerning the absence of medical contraindications to people staying in this area.
Term of visiting by the citizens of Ukraine, foreigners and stateless persons inside the exclusion zone and zone of unconditional (mandatory) resettlement can not exceed 5 days.

2.4. After considering the written request organizer has the right to deny to the citizens of Ukraine, foreigners and stateless persons in visiting the exclusion zone and zone of unconditional (mandatory) resettlement.

Reasons to deny the visit the exclusion zone and zone of unconditional (mandatory) resettlement to citizens of Ukraine, foreigners and stateless persons are:

• persons untill eighteen years old;
• indication in the written request entity data specified in paragraph 2.3 of this Order;
• indication in the request of false information;
• occurrence of adverse weather conditions;
• threat of an accident or fire in the fire period;
• of repair (scientific and research, technological) and other works which prevent unauthorized persons staying in the exclusion zone and zone of unconditional (compulsory) resettlement;
• In case of receiving from law enforcement bodies information about a person being involved in terrorist activities.

2.5. The program of the visits to the exclusion zone and zone of unconditional (mandatory) resettlement (hereinafter - program) (Appendix 1) approved by the Head of State Agency of Ukraine on exclusion zone management or his authorized representative.
Moving of visitors in the exclusion zone and zone of unconditional (mandatory) resettlement is carried out on routes approved by the organizer.

2.6. Before visiting the exclusion zone and zone of unconditional (mandatory) resettlement organizer conducts briefing for the visitors with personal signing of rules of radiation safety during the work in the exclusion zone and zone of unconditional (mandatory) resettlement approved by the Ministry of Health of Ukraine, Ministry of Emergencies and Affairs of Population Protection from Consequences of Chernobyl catastrophe on April 4, 2008 № 179/276, registered with the Ministry of Justice of Ukraine on August 14, 2008, № 754/15445 (hereinafter - the Rules of Radiation Safety) Basic sanitary rules of radiation safety of Ukraine, approved by the Ministry of Health of Ukraine from February 2, 2005 № 54, registered at the Ministry of Justice of Ukraine on May 20, 2005, № 552/10832 (hereinafter - Basic sanitary rules), and physical protection of Regulation nuclear facilities and nuclear materials, approved by the State nuclear Regulatory Committee of Ukraine on August 4, 2006 № 116, registered with the Ministry of Justice of Ukraine on September 21, 2006, № 1067/12941 (hereinafter - the Rules of physical protection), this Order and necessary information to obtain possible dose and appropriate dose of this possible health effects.

2.7. Accounting of visitors and programs is recorded in the records book of visits to the exclusion zone and zone of unconditional (mandatory) evacuation (Appendix 2).

III. Sanitary and Access regime

3.1. The access to the exclusion zone and zone of unconditional (mandatory) resettlement allowed to persons age of 18 and have no medical contraindications to stay under ionizing radiation.

3.2. The control of radiation contamination of visitors and vehicles, when they are going outside the exclusion zone and zone of unconditional (mandatory) resettlement is carried out at checkpoints "Dytiatki" and "Paryshiv."
Dosimetric control at the border zone I (10-km zone) and II zone (buffer) is carried out on the check and dosimetry point "Leliv" and "Dibrova".
Radiation control of visitors who leave the exclusion zone and zone of unconditional (mandatory) resettlement electric trains in Slavutych, is on the dosimetry checkpoint "Semikhody."

3.3. Leaving the exclusion zone and zone of unconditional (mandatory) resettlement the individual monitoring of clothes, shoes, personal items and vehicles is required.

3.4. When contamination exceeds the reference levels, personal clothing, shoes, things are subject must be decontaminated.

3.5. When contamination exceeds the reference level, vehicles are decontaminated at point of sanitary processing "Leliv."
At detection of leather covers contamination by radioactive substances, the sanitary processing of decontamination is required.

IV. Pass to the exclusion zone and zone of unconditional (mandatory) resettlement

4.1. Pass to the exclusion zone and zone of unconditional (mandatory) resettlement and issuance of permits pursuant to the requirements of the entry and exit of citizens and vehicles from the Exclusion Zone and unconditional (mandatory) resettlement listed in appendix 6 to resolution Cabinet of Ministers of the USSR from July 23, 1991 № 106 "On organization of implementation of resolutions of the Verkhovna Rada of the Ukrainian SSR on the order of the enactment of laws of the Ukrainian SSR" On the legal regime of the territories contaminated by the Chernobyl disaster "and" on Status and social Protection affected by the Chernobyl disaster.

4.2. Pass for the intended purpose is a document that gives the right to pass and stay in the exclusion zone and zone of unconditional (mandatory) resettlement on certain routes that are part of the program.

Passes valid from the date of its receipt to the end of that time it stays in the exclusion zone and zone of unconditional (mandatory) resettlement.

4.3. Staying of visitors in the Exclusion Zone and unconditional (mandatory) resettlement without permits and passport document is prohibited.

V. Individual protection of visitors.

5.1. Personal protection of visitors is divided into basic and additional.

5.2. Customers in the exclusion zone and zone of unconditional (mandatory) resettlement should be dressed in basic personal protective equipment (indoor clothing, hat, closed shoes).

5.3. Additional personal protective equipment used in view for visitors and weather conditions.

5.4. Organizer will provide records of individual exposure yet to be determined by the method of calculation in accordance with approved methods or by measurements.

VI. Visitor’s responsibilities

6.1. Visiting the exclusion zone and zone of unconditional (mandatory) resettlement visitors must strictly observe the rules of radiation safety, basic sanitation rules, rules of physical security, program defined route, recommendations of the accompanying person.

6.2. Crossing the border of the exclusion zone and zone of unconditional (mandatory) resettlement on checkpoint "Dytiatki" visitors must have a passport.

6.3. Visitors of the exclusion zone and zone of unconditional (mandatory) resettlement must:

• strictly comply with the accompanying person to respect the Rules of Radiation Safety, Basic Sanitary Rules and Regulations of physical protection;
• be able to use basic and advanced personal protection, use clothes and shoes, most closing body, hands and feet;
• comply with preventive and prohibitive signs, posters of radiation safety;
• follow the approved program and route;
• observe radiation cleanliness in public places, do not put personal things on earth, not to eat outdoors;
• use drinking water only from water network of Chernobyl or is imported in packaging of the manufacturer;
• observe personal hygiene.

6.4. While in the exclusion zone and zone of unconditional (mandatory) resettlement visitors are prohibited:

• bring with them weapons;
• alcohol and drugs;
• eating and smoking in the open air;
• put photos and video to the ground;
• export outside the exclusion zone and zone of unconditional (mandatory) resettlement of any items that originate from these areas;
• export outside the exclusion zone and zone of unconditional (mandatory) resettlement plant and animal products (vegetables, fruits, berries, mushrooms, plants, fish and other foods grown (produced) in the exclusion zone and zone of unconditional (mandatory ) evacuation), except samples for scientific purposes under special permit;
• export outside the territory or import into the territory of the exclusion zone and zone of unconditional (mandatory) resettlement of animals (dogs, cats, etc.);
• violate the dress code (open shoes, short pants, skirts);
• be inside the exclusion zone and zone of unconditional (mandatory) resettlement without the accompanying person;
• to leave the exclusion zone and zone of unconditional (mandatory) resettlement in additional personal protective equipment;
• visit canteen in dirty clothes and shoes;
• to drink water from wells, rivers and other terrestrial sources;
• to swim, sunbathe, fish, hunt, collect fruits, vegetables, berries, mushrooms and other forest products;
• to eat fruit, mushrooms, berries, venison, poultry, fish and other foods grown in the exclusion zone and zone of unconditional (compulsory) resettlement;
• to visit the I zone (10-kilometer zone) and II zone (buffer) without approval from the radiation safety and without the accompanying person;
• to move around the I zone (10-km zone) and II zone (buffer) outside designated routes.

VII. Responsibilities of the accompanying person

7.1. Accompanying person responsible for maintaining of visitors in the exclusion zone and zone of unconditional (mandatory) resettlement, appointed by order of the organizer.

7.2. Accompanying person is obliged to:

• to know and comply with the approved program and route visiting the exclusion zone and zone of unconditional (mandatory) resettlement;
• to ensure the safety of visitors while visiting the exclusion zone and zone of unconditional (mandatory) resettlement;
• in case of natural hazards and other circumstances that may affect the safety of visitors stop visiting and take measures to save life and health visitors, based on the specific situation;
• to prevent arbitrary division of groups of visitors (in the case of group visits), the lag or separation from her individual visitors.

7.3. Accompanying person responsible for the proper performance of responsibilities put on it.

VIII. Access and provision of information to visitors

8.1. Access and provision of information to visitors during their stay in the exclusion zone and zone of unconditional (mandatory) resettlement, protection of state secrets pursuant to the Laws of Ukraine "On information", "On State Secret" and the international treaties ratified by the Verkhovna Rada of Ukraine, and other legal acts regulating relations in this area.

8.2. Photo and video are carried out with the requirements of Article 46 of the Law of Ukraine "On Nuclear Energy and Radiation Safety."
Do photos and video: elements of the physical protection of the review pavilion at the object "Shelter", SFIF-1, SFIF-2 and hydro technical constructions Chernobyl.

8.3. Visitors are entitled to receive from the organizer the information concerning radiation doses which they can get by visiting the exclusion zone and zone of unconditional (mandatory) resettlement.
