On Joint Motion of All Councilmembers Present, the Following Resolution Was Offered

On joint motion of all Councilmembers present, the following resolution was offered:

RESOLUTION NO.

A resolution authorizing the Chairman or, in his absence, the Vice Chairwoman of the Jefferson Parish Council to sign the attached Parish Infrastructure and Environmental Review (PIER) Certificate (Application No. PIER 2012-14) for Swift Energy Operating, LLC to install two (2), six-inch diameter flowlines to serve the Magnolia Prospect Well in the Bay De Chene Oil and Gas Field through a portion of Jefferson Parish located 10.5 miles north of Grand Isle in Hackberry Bay, Jefferson Parish. (Council District 1)

WHEREAS, the proposed work involves installing two (2), six-inch diameter flowlines that will extend 16,865 feet northwest from the Magnolia Prospect Well in Jefferson Parish to the BDC Central Storage Facility in Lafourche Parish; and

WHEREAS, 11,719 feet of the proposed flowline route will traverse through Jefferson Parish; and

WHEREAS, the flowlines will be hand jetted a minimum of three (3) feet below the water bottom while sandbag material will be used to brace the lines underneath ten (10) existing pipelines; and

WHEREAS, all work operations will occur in open water at a depth of 5 feet; and

WHEREAS, the route proposed within Jefferson Parish is located entirely in open water; and

WHEREAS, no coastal wetlands will be impacted for that portion of work in Jefferson Parish; and

WHEREAS, Swift Energy Operating, LLC has submitted an application for a PIER Certificate, along with an associated application fee, to the Jefferson Parish Clerk of Council; and

WHEREAS, in accordance with Section 39-10 of the Jefferson Parish Code of Ordinances, the proposed project activity has been determined by the Jefferson Parish Department of Environmental Affairs to be consistent with the PIER Certificate requirements.

NOW, THEREFORE BE IT RESOLVED by the Jefferson Parish Council of Jefferson Parish, Louisiana, acting as governing authority of said Parish:

SECTION 1. That the Chairman or, in his absence, the Vice Chairwoman of the Jefferson Parish Council is hereby authorized to sign the attached Parish Infrastructure and Environmental Review (PIER) Certificate (Application No. PIER 2012-14) for Swift Energy Operating, LLC to install two (2), six-inch diameter flowlines to serve the Magnolia Prospect Well in the Bay De Chene Oil and Gas Field through a portion of Jefferson Parish located 10.5 miles north of Grand Isle in Hackberry Bay, Jefferson Parish.

SECTION 2. That a copy of this resolution be sent to Swift Energy Operating, LLC, Attn: Steve Creger, 16825 NorthChase Drive, Houston, TX 77060.

SECTION 3. That a copy of this resolution be sent to T. Baker Smith, LLC, Attn: Brian Briggs, 107 Global Circle, Lafayette, LA 70503.

SECTION 4. That a copy of this resolution be sent to the Jefferson Parish Department of Environmental Affairs, Attn: Marnie Winter, 4901 Jefferson Hwy., Suite E, Jefferson, LA 70121.

The foregoing resolution having been submitted to a vote, the vote thereon was as follows.
