Questions to help you identify “inputs.”
Who provides your program? Where does it take place? What must happen in the environment in which the program takes place? What “technology / services” are needed to operate the program? How is it possible for you to provide your services? Who will use your program? / List the processes and / or events that are included in your program. / Service units - - activities provided, # and type of participant, number of processes or events. / Changes in knowledge, skills, capacity, attitudes, behaviors, overall status or condition – measurable.

Tests for Outcome Measures: (1) Is it reasonable to believe that the program can influence the outcome in a nontrivial way, even if it can’t control it? (2) Would measurement of the outcome help identify program successes and help pinpoint and address shortcomings or problems? (3) Will all the program’s various “publics” - - staff, volunteers, participants, collaborating organizations, funders, and the general community - - accept this as a valid outcome of the program?
