SUBJECT: Meeting Minutes, 26 June 2014 State of Oregon JSRCFB

A. CONVENING THE JSRCFB:

In accordance with Department of Defense Directive Number 1225.07 dated April 23, 2007, the Oregon JSRCFB was held at 0900 hours on the 26thof June 2014 at the Joint Forces Headquarters 1776 Militia Way, Salem OR 97309.

B. ATTENDANCE:

C. ACTION ON MINUTES OF PREVIOUS MEETINGS

No meetings or actions were taken.

D.PROJECT SUMMARY

1. Projects Reviewed: Ten Oregon Army National Guard projects

2.Projects recommended for JOINT Construction;
a. Joint Forces Headquarters, on FYDP for FY16. ANG will participate if their portion is kept under $2,000,000.

b. Klamath Falls/Kingsley AFRC: ARNG awaiting funds to complete AFRC project,
ANG already has been funded and has completed constructing of their portion.

c. Linn/Benton AFRC:Construction planned with the Army Reserves.

3. Eight projects recommended for UNILATERAL Construction

G. CURRENT BUSINESS

1. LTC Tim Bruner, ANG Kingsley Field – Joint project on Kingsley Field with ORARNG. Phase I construction of ANG security building is complete. ANG Real Estate Officer will work with ARNG Real Estate Officer to complete a MOU for the Kingsley Field site.

2. Mr. Ralph Thorn, USARes., 88th RSC ARIM – Only oneUSAR stand alone site/facility remaining in OR, located in Eugene. No future projects currently scheduled. Potential for future potential joint project in Linn County if sites are BRAC’d discussed.

3. Mr. Harold Rubin, US Naval Reserves: Identified two USNR facility/sites in OR; one in Portland and one at Springfield AFRC jointly with ORARNG. No future projects currently scheduled.

4. Mr. Douglas Connor, USMC Reserves:Identified USMCR has two (2) facility/sites in OR; one in Portland and one in the Springfield occupy the Springfield AFRC jointly with ORARNG. No future projects currently scheduled.

5. Mr. Jim Willeford, ORARNG: Reviewed top ten prioritized Major Construction projects listed on Long Range Construction Plan (LRCP) for 2014. ORARNG has three joint projects, Joint Forces Headquarters, a 2016 FYDP project, Klamath Falls AFRC, Phase II scheduled to be build in 2021 and the Linn/Benton County AFRC scheduled to be built in 2033. ORARNG expressed interest in having other services become partners in future construction projects. ORARNG top ten projects are projected out to FY 2039.

H. NEXT MEETING

Tuesday, June3rd, 2015 at the Oregon Military Department, 1776 Militia Way, Salem, Oregon;

Room TBD - 0900 hours – Call-in info will be provided at least two weeks in advance of meeting.

J. AUTHENTICATION

Attachment 1 - Signatures represent attending members at the JSRCFB meeting. Air National Guard, Army Reserve, Naval Reserve, and Marine Corps Reserve attended via phone and electronically as other business precluded their attendance in person. All members agreed on the status of the project list and the possibility of Jointness was discussed for each future project.
