SAS Fund
- SAS Fund additional fund released by HEENW (Health Education England North West) for the development of SAS Doctors
- SAS FUND IS NOT AN REPLACEMNT FOR NORMAL STUDY LEAVE FUND OR IT CANNOT BE USED FOR NORMAL STUDY LEAVE COURSES.
- Fund allows SAS doctors to access courses which are expensive and not usually covered by trust study leave fund.
- Fund allow SAS Tutor to support SAS doctors (SAS Tutor session & SAS Admin: supported by HEENW SAS Fund i.e. 50% SAS Tutor and 100% SAS Admin (4hrs/week))
- Allow SAS Tutors to develop local bespoke courses which are run at no cost for our SAS Doctors with an added advantage of allowing trust grade doctors to attend these courses. (Financial benefit: Less burden on trust study leave budget, minimal travel expenses)
- Fund also supports courses for other group of doctors at a subsidised rate which allow income generation. This pot of money is held separately and used to support trust grade doctors who have no or minimum funding support for educational, skill and appraisal requirement necessary for GMC revalidation requirements.
- Fund support Stockport SAS Doctors website. This is a source of information, forum and eLearning module and also raises the profile of the trust.
- There are indirect benefits especially when we are growing as 4th acute site. To mention few promote consultants & SAS doctors as teachers, retaining and recruiting new staff.
How is SAS Fund released?
- SAS fund is recurring fund released by the Health Education England North West (HEENW; formerly known as North Western Deanery) based on number of SAS doctors (Group of senior doctors in the role of Associate specialists, staff grades and specialty doctors working under the national contract).As per the new contract arrangements this funding is for the educational and development of doctors which is not normally covered under normal study leave funding.
- There are two modes of application employed by the HEENW and one at the local level for trust grade doctor funding.
- HEENW SAS Fund to run a course locally and SAS doctor’s individual funding form has to be submitted to HEENW SAS Funding group committee. This needs support clinical director and the local SAS Tutor
- HEENW SAS Funding group committee is made by Dr Madapura K Shashidhara (Stockport SAS Tutor: Presently deputy chair would be taking over as a Chair), Dr Amit Kochhar National BMA SAS Chair and SAS Tutor at Morecombe, Dr Christine Clarke SAS Tutor Blackburn (Outgoing Chair) & Mr Gurpreet Singh Associate Dean. The group meets 3 times a year and considers all application against set criteria by BMA, NHS Employers & SAS Tutor group. Fund will be allotted up to a maximum of £1500 per SAS Doctor / Year.
- Funding for hosting courses are considered separately and ensure there is depth and diverse courses are covered.
- ONLY IN STOCKPORT: Trust grade doctors have an opportunity for applying for funding at least for two courses to a maximum of £250 / course. This year with the fund generated decision has been taken to support trust grade doctors by allowing them to apply for funding 3 times a year to a maximum of two courses. Funding has been increased to £300 per person per course.
Who and how the funding for running courses decided?
- SAS & Trust grade doctor’s engagement meetings are held 3 times a year. These meetings precede the HEENW Tutor / Funding meeting by 4-6 weeks. The brainstorming exercise will give a basic frame work to build for the SAS courses. Last meeting was on 20th May 2016
- Learning need analysis survey is conducted every 6 months, using Stockport SAS Doctors website (sasdoctors.co.uk) is considered.
- The requirements generated by one to one meeting and appraisal feedback where available and feedback from the education board meetings, trust service development requirements through the LNC to the SAS Tutor, meetings with DME & Medical director and more importantly educational objectives of individual SAS doctors are considered.
- SAS tutor together with my postgraduate education team produce a programme for the year and applications are submitted by the SAS Tutor
- The money under kept under the SAS fund code and we pay the money once the event is conducted.
- SAS Tutor oversee the spending this fund in a transparent way. Dr Baxter and Elizabeth Lloyd and Adam Pinderare involved with this process. Expenditure is logged into a databasewhich is shared by me and rest of the team.Adam Pinder and SASfrom finance audit it on regular basis.
- SAS PDP database hold the personal and educational requirements of SAS Doctors.
- SAS Funding database holds the records of the course and the expenditure.
- The companies which we use to deliver the course are ones recommended by the deanery and also shared by the SAS tutor network across the deanery and National association of clinical tutors.
- We use to spend lot more money to run these courses, some of these courses are now run with a local facilitators, with some of our colleagues who are able deliver such courses.
- This is been possible only because of the investments we made in the last few years in training them.
- The courses arenationally approved and recognised for delivering high quality education and training.
- We have established collaborations with Keele University & Royal College of Surgeons.
- This year we started Stockport Advanced Trauma Life Support Course (ATLS) for trauma training for first hour of trauma.

By bringing the course in house and run these courses using the SAS fund what I have been able to achieve to date

- Education at a minimal cost or no cost to the Trust
- Save the trust study leave expenditure.
- No travel expenses / Hotel expenses
- Some of SAS doctors do this in their own time (Minimal interference in the day today work)
- Better engagement and education of SAS doctors
- Building the high profile name for the trust
- WE ARE KNOWNAS THE BEST CENTRE FOR SAS EDUCATION IN THE REGION AND WE USED TO TOP FIVE IN THE COUNTRY & WE ARE IN THE FIRST POSITION NOW.
- Opportunity for our doctors to engage in teaching in nationally accredited courses.
- We have had DME neighbouring trusts to come and learn from us about how to spend SAS Fund and currently our SAS Tutor is mentoring the three SAS Tutors in the region. We run courses in Wythenshawe Hospital and have been invited to run courses at Royal Preston and Leeds.
PROPOSED EDUCATIONAL PROGRAMME FOR 2016-2017
The SAS programme is done with the similar agenda. In addition we have the results of the SAS charter survey and based on which we have picked up on the few issues. The training programme will extend into that.
The way the SAS fund allotment has changed significantly. There are opportunities for SAS doctors to apply to HEENW SAS Funding committee for which Dr Shashidhara is a key member. Fund application will be supported by the SAS tutor and Local education Team (First Key Step) and application is managed under the rules of the SAS Fund management, HEENW.
In addition SAS doctors who are in position of delivering the educational programme are encouraged to apply for funding up to £1500.
