1Terms of Reference for Activity

1.1Subject of the activity

Development of check-lists and procedures for the assessment of food establishments and organisation and execution of inspection assessment of structural conditions and classification of food establishments.

1.2Purpose of the Mission

The purpose of the mission is to evaluate and give recommendations for amendments to the drafted:

  • checklist for slaughterhousesand meat establishments
  • procedures for the inspection assessment of the establishments.

1.3Results of the Mission

The mission will result in a finaldraft check-lists and final draft procedures for the assessment of slaughterhouses and meat establishments including recommendations on how to organise and execute the actual assessment and classification.

1.5Background of the Project

The overall objectives of the project are:

  • to improve the structure and hygienic way of working in meat and milk establishments;
  • to set up a management system to safely handle and process animal by-products;
  • to improve the knowledge and practical skills of the competent authorities.

The project consists of four components:

1.Strategy development on upgrading of food establishments (meat and milk) and animal by-product management

2.The upgrading of meat and milk establishments

3.To improve the handling of Animal By-Products

4.Awareness Building

1.6Background information of the activity

The Veterinary Directorate needs assistance to finalise check-lists and procedures for the assessment of establishments dealing with food of animal origin. The checklist and procedures are to be used in the upgrading process during assessing and categorising of the establishments.

In addition the VD needs assistance how to organize the actual execution of inspection assessment of structural conditions and classification of food establishments. Input/ recommendations regarding more practical and logistic problems related to the assessment activities is needed; e.g. how to start up the process, what is important to remember, what are the major problems and how to deal with them.

Check list

During the first 2 mission of the activities 2.2 and 2.4the existing Serbian checklist were discussed and questions in check-lists were divided in structural, procedural/ hygienic or both, in addition recommendation for amendments were given. Based on this, the BC has drafted check lists for upgrading of slaughterhouses (red meat) and meat establishments. During thisthird mission the drafted checklists will be discussed and evaluated and recommendations will be given for amendments.

Procedures

During the first 2 missions of the activities 2.2 and 2.4 content for procedures for the upgrading process were discussed and a framework was produced describing which steps should be included, along withthe main questions and flows of information to be decided on.Based on this, the BC has drafted proceduresfor upgrading of slaughterhouses and meat establishments. During this third mission the drafted procedure will be discussed and evaluated and recommendations will be given for amendments.

1.7Type of Short Term Expert

Senior STE with management experience in the areas to be addressed by this activity.

1.8Used Method

Checklists and procedures drafted by BC will be evaluated through discussion in BC working group and through a practical on-the-spot trainingfollowed by a theoretical evaluation. The BC working group will consist of the CWG members and a small group of inspectors (5 inspectors that are members of special inspection team). STE’s will give recommendations for amendments.

1.9Logistics and Local Arrangements
