1Introduction

A meeting of the TSAG Rapporteur Group on Working Methods (RG-WM) took place in Geneva during TSAG on27/02/2018 (1615-1730) and 01/03/2018 (1615-1730). Mr Stephen J Trowbridge (Nokia, USA) chaired the meeting, assisted by Mr Stefano Polidori (TSB Advisor).

The Rapporteur welcomed the participants and provided some background information on the previous TSAG work on the working methods as reported in the TD161“Progress report of TSAG Rapporteur Group on Working Methods (results of 12 October 2017 and 14 November 2017 E-meetings)”.The report was approved with no comments.

The Rapporteur also presented Addendum 1 to the Agenda (TD134) which is a PPT presentation which intends to set the stage to the discussion about A.1 and A.25. The following comments were expressed:

– Russia – requested clarification on which scenarios are considered. The Chair clarified that using the content available in slide 8.

– Saudi Arabia – mentioned that ITU-TA.1 clause 6.3 clarifies the issue pointed by slide 7. But the Chair clarified further that the current text is week when a proposal for incorporation of texts from other organizations is received via Contribution of an ITU Member.

– USA – appreciated the attempt of the Chair to clarify the process.

– UAE – expressed a view that there may be another scenario, when a member of both the ITU-T and a second organization sends a proposal via contributions to ITU, to incorporate text of a standard from the second organization with the authorization from this other body to submit such proposal. It was agreed that this is an additional scenario to be considered.

– China does not see major problems on the current text as in 3.1.6.

The Strengthening Collaboration group will also continue the discussion on this topic.

2Approval of Agenda

The agenda of the RGWM meeting was found in TD134. The agenda was approved with two changes, to move Russian Contribution C38 under item 5 and to add Korean Contribution C31r1 also under item 5.

3Rapporteur Group Terms of Reference

R1 (AnnexA.3)reproduces the ToR of the RG-WM. The meeting does not have any comment on the ToR at this stage.

4Mapping of WTSA Resolutions and ITU-T A-Series Recommendations to TSAG Rapporteur groups

The previous TD69R2 shows a mapping of WTSA Resolutions and ITU-T A-Series Recommendations to TSAG Rapporteur groups. This is a document useful to remember as concerns assignments of Recommendation and Resolutions to the RG-WM.

5Resolution 1, A.1, A.13

TD261 / Editor Draft A.1 (following 14 November 2017 E-meeting)
The Chair presented the current A.1 as result from the Rapporteur e-meetings. Saudi Arabia stated that the results of e-meetings are to facilitate the progress of the work but not for decision making. It was clarified that those revisions are subject of additional discussion for reaching consensus at TSAG level.
C34 / Canada: Recommandation ITU-T A.1 proposal
Canada presented C34. The contribution was appreciated but more thoughts are needed to agree the right text for paragraph 3.1.6 of A.1.
C44 / USA: Revision to Recommendation A.1, Clause 3.1.6
USA presented C44. Similarly to C34 more thoughts are needed to agree the right text for paragraph 3.1.6 of A.1.
Decision:
It was decided to continue discussion on A.1 (3.1.6) and undertake an informal consultation planned at 13:30 on Wednesday 28 February. UK, Korea, CHINA, USA, RUSSIA EMIRATES, SAUDI ARABIA, CANADA expressed interested in joining the informal group. Other interested delegates are welcome to join in Room A.
Outcome of the Informal Consultation:
A slide was presented by the Rapporteur and was the base for discussion, it is posted as Addendum 2 to the agenda (TSAG-TD134).
The meeting was useful to improve understanding on the issue. Discussion will continue on the May joint Rapporteur meeting with RGSC.
TD203 / SG12: LS on SG12 views on working methods
Document noted.
C32 / Korea: Proposed modification of ITU-T Recommendation A.1 for meeting cancellation
The editor will propose, in consultation with Korea, a text to address the meeting cancellations. Mitsubishi, Japan has also an interest in this topic and plans to send a contribution to the e-meetings planned to discuss A.1.
In A.1 the word “insufficient” is mentioned in few clauses. We may need to clarify this term in A.1.
It was agreed that three cases need to be considered:
-Cancellation of a SG or WP Plenary meeting convened by Collective Letter
-Cancellation of a face-to-face Rapporteur group meeting
-Cancellation of an e-meeting
A.1 outcome: The TD261 as updated by the interim e-meetings was not reviewed in detail and it will be considered for review at the June RGWM e-meeting.
TD262 / Editor Draft ITU-TA.13 (following 13 November 2017 E-meeting)
The “Appendixes” will be also included in Clause 2. The editor will propose a text for the rapporteur e-meeting in June.
Editor note in 2.1 is informative only and will be removed.
Russia had a concern on the IPR declarations that may be needed for non-normative text. TSB has a practice of recording any IPR declarations received, even if received for non-normative texts (e.g. SG15 and SG16 supplements).
Review was not completed for lack of time and it was clear that TSAG could not determine this document at this meeting. The RGWM e-meeting in June will continue reviewing this document, the update of which was posted as TSAG-TD262R1.
It was reviewed until clause 2.5 included.

7General

C36 / China, China Unicom, China Telecom: Proposal for further efficiency improvement
The length of the meetings should be discussed by the SGs themselves, having TSAG mandating this issue may preclude the work of some SGs. Study Groups are encouraged to use e-meetings as appropriate and to consider choosingan efficient length of their meetings based on their work load.
C38 / Russian Federation: Issues of ITU-T work organization
TSB has already addressed some of these requests. TSB will do its best to make reports available as soon as possible after the Plenary meetings, bearing in mind that this issue may be in the hands of the Management Team of the SG, in addition to TSB. TSB will raise these issues to the concerned Study Groups.
C31r1 / Proposal to maintain updated the various ITU-T deliverables
TSAG invite ITU-T Members to consider if the approved ITU-T deliverables (Recommendations and other documents) are still current and valid, and in case this is not true, take action by submitting contributions to the right Study Group.

The following interim e-meetings of RGWM and RGSC are planned on a date to be identified in the weeks of:

– Joint RGSC & RGWM: 14 May 2018 (1500-1700 Geneva time):
ToRHarmonization of A.1 and A.25, and any related aspects of A.4 and A.6.

– RGWM 18 June 2018 (1500-1700 Geneva time) ToR: progressing ofA.1 and A.13 as well as review of the editor and Rapporteur manual, if time allows.

– RGSC 24 September (1500-1700 Geneva time) ToR:

1)Review of A.25, A4 and A6 in view of the results from the previous joint rapporteur meeting with RGWM.

2)Consider processes for collaboration and engagement with Open Source activities.

9Closure

The Rapporteur closed the meeting at 18:00 (30 minutes of the meeting was discussion took place in English only), thanking TSB for the support and the TSAG participants for the efficient and fruitful discussion.
