SPRING GARDEN TOWNSHIP RECREATION COMMISSION

AUGUST 28, 2017

  1. CALL TO ORDER

The Spring Garden Township Recreation Commission held their regularly scheduledmeeting at the Township Municipal Building, 340 Tri Hill Road, York, PA on Monday, August 28, 2017. Manager Gregory Maust called the meeting to order at 7:00 p.m.

B. APPROVAL OF MEETING MINUTES

Motion Painter/Regan to approve the May 22, 2017 meeting minutes.

Motion carried Yes-3, No-0.

C. APPROVAL OF RECREATION COMMISSION CHAIRMAN

Manager Maustreported that a Memorandum had been issued to all Recreation Commission members on July 25th with several recent issues affecting Township Recreation. With regret, Recreation Commission Chairman Timothy Ruth attended the July 12th Board of Commissioners meeting and announced his resignation from the Recreation Commission after 19 years of service to the Recreation Commission. With Mr. Ruth’s resignation and as stipulated under the Township’s Code of Ordinances, Manager Maust explained that the Recreation Commission typically appoints the Chairman from its membership. Motion Painter/Bare that Jane Regan serve as Chairman for the Recreation Commission. Ms. Regan agreed to serve.

D. UPDATE OF RECREATION DEPARTMENT STAFFING & PROGRAMS

Manager Maust reported that the Board of Commissioners at the June 14th Board meeting took formal action to move forward with running the Township Fall/Winter basketball program. All other programs remain “on-hold” unless otherwise determined by formal action of the Board of Commissioners. With the decision to run the Fall/Winter basketball program for 2017/2018, Grant Waltersdorf’s Recreation Program Coordinator position was transitioned from a

part-time to full-time staff position effective July 17, 2017. In the absence of a Township Recreation Director, Grant will report to the Township Manager who will serve as the “interim” direct supervisor.

E. SCHEDULE FOR PREPARATION OF 2018 TOWNSHIP BUDGET

Manager Maust overviewed the schedule for preparation of the Township budget for 2018. The first deadline date for staff submission of revenues is Friday, September 22nd. Expenditures, and Capital Equipment follow with a Preliminary Budget to be prepared and reviewed with the Board of Commissioners in public meetings to be held near the end of October. Manager Maust suggested that the Recreation Commission provide input to the 2018 budget and present ideas for consideration which reflects the desired direction for Township Recreation and programming. Manager Maust is expecting the2018 Recreation Budget to be staffed with one (1) full-time position. Based on recent discussion amongst the Board of Commissioners, it is expected that the Township will support and publicizerecreation programs but phase out of running programs. Scheduling the use of Township facilities has the potential to generate rental incomefor the Recreation Department fornon-Township uses. One program which will have considerable discussionduring the 2018 budgetprocess is the long-standing Summer Parks Program and whether the program should be offered in 2018 after being placed “on hold” for 2017.

F. CONSIDERATION TO IMPLEMENT THE ADOPTED COMPREHENSIVE RECREATION, PARKS AND OPEN SPACE PLAN

There was Committee discussion on the update to the Comprehensive Recreation Plan and while there has been formal action to “suspend” work on the design to develop the Township owned property at 1799 Mt. Rose avenue, there are park improvements which have been identified in the Comp Plan update which can be undertaken in a phased approach and included in the Township General Fund budget. Manager Maust reported that an application for

Pa.Department of Conservation and Natural Resources (DCNR) grant consideration was submittedby the Township in 2016, but the Township was not selected as a candidate to receive funding in 2016.Another submittal has been made for 2017 DCNR funding consideration which isstillunder review at the State. Grant award notificationsare expected before the end of thecalendar year.

H. NEXT MEETING

The next Recreation Commission meeting is scheduled for Monday, September 25, 2017, 7:00p.m. at the Township Municipal Building, 340 Tri-Hill Rd.
