SUBJECT: Revised Interstate Compact on the Placement of Children SOP’s based on New Federal Legislation H.R.5403, P.L.109-239
The purpose of this transmittal letter is to notify staff of new/revised SOPs regarding the Interstate Compact on the Placement of Children (ICPC). Incomplete ICPC referral packets sent to the Kentucky ICPC office, based on the new/revised procedures,will be returned. The new/revised SOPsare indicated byredprint and are found in Chapter 1–General Tasks on the DPP online manual website under SOP:

- 1.13.1(A)-Request to Another State for a Relative Interstate Home Study – Court Jurisdiction Only (CJO) Cases(new)

The new/revised SOPsarebased on new federal legislationH.R.5403 – Safe and Timely Interstate Placement of Foster Children Act of 2006, P.L.109-239 which establishes new timelines for Interstate Relative, Foster Care and Adoptive Home Study requirements. Revisions include, but are not limited to requiring:
- New timelines for Interstate Relative, Foster Care and Adoptive Home Study;
- Completion/use of new uniform cover letter for interstate referral packets;
- Proof of citizenship or legal status for interstate referral packets;
- Completion/use of new ICPC Financial/Medical plan for referral packets; and
- Medical/school records to be included in the referral packetsfor each child when applicable.
