DEMOCRATIC CALL TO CAUCUS

City of Roanoke Democratic Committee

Whereas, it is the duty of the City of Roanoke Democratic Committee to issue the Call to Caucus for the purpose of electing Democratic nominees for the Tuesday, November 7, 2017general electionfor Constitutional Officers (Commissioner of Revenue, Commonwealth Attorney, Sheriff, and Treasurer).

Now therefore be it resolved that the RoanokeCity Democratic Committee hereby issues the Call to Caucus to convene an unassembled caucus from 10:00am to 4:00pm Saturday, May6, 2017 in Fitzpatrick Hall atthe Jefferson Center 541 Luck Avenue, Suite 221, Roanoke, Virginia 24016 for the sole purpose of electing Democratic nominees for the Tuesday, November 7, 2017 general election for constitutional officers (Commissioner of Revenue, Commonwealth Attorney, Sheriff, and Treasurer) and the following provisions shall govern the convention, to wit:

  1. Prefiling: Those wishing their names to be placed on the ballot as nominees for November 7, 2017 general electionfor constitutional officers (Commissioner of Revenue, Commonwealth Attorney, Sheriff, and Treasurer) shall prefile their candidacies by 5:00pm, Tuesday, March 28, 2017, with Stephen Niamke, Roanoke City Democratic Committee Chairperson, or his designee. For more information, to obtain a copy of the rules governing the caucus, and/or to file to run, please contact Committee Chairperson Stephen Niamke at or (540) 519-4211. He may be contacted by mail via the Roanoke City Democratic Committee P.O. Box 2516 Roanoke, VA 24010. Prefiling documents must be received by the Roanoke City Democratic Committee, either in person or in the Committee’s P.O.Box by 5:00pm on TuesdayMarch 28, 2017. Stephen Niamke, the Roanoke City Democratic Committee Chairperson, or his designee, will be in the lobby of the Noel C. Taylor Municipal Building at 215 Church Avenue, SW, near the portrait of Noel C. Taylor, on Tuesday, March 28, 2017 from 4:45pm to 5:00pm collect last minute filings. He (or his designee) will go directly from the municipal building to the Roanoke City Democratic Committee mail box at 5:00pm to receive any prefiling documents that have been sent via postal mail. Stephen will use the official time provided by the National Institute of Standardsand Technology (NIST) in reference to Eastern Standard Time.
  2. A filing fee of $2000.00 (Two thousand dollars) for each person filing for nomination must be submitted by Tuesday March 28, 2017 at 5:00pm, payable to the Roanoke City Democratic Committee.
  3. Notice Requirements: The Roanoke City Democratic Committee shall publicize the time, date, and location of the caucus by emailing to the Roanoke City Democratic Committee Distribution List, posting to the Roanoke City Democratic Committee website or Facebook page, and submitting a press release to the local media. The notice will be distributed at least 7 days, but not more than 2 weeks, prior to the caucus. Notice of the prefiling deadline for positions for the November 7, 2017 electionfor Constitutional Officers (Commissioner of Revenue, Commonwealth Attorney, Sheriff, and Treasurer) shall be distributed in the same manner, at least 7 days but not more than 2 weeks before the filing deadline.
  4. Conduct of the Caucus
    •There will be no fee charged to attend and vote at the caucus.
    •The following committees will be formed to govern the conduct of the caucus:The Credentials Committee will be responsible for verifying that each participant is a registered voter in the City of Roanoke and has signed the Caucus Participation form, as mandated by the Virginia State Democratic Party Plan.
  5. A Rules Committee will, in advance of the caucus, prepare the draft rules which will govern the caucus. A Teller Committee will distribute, collect and count the ballots.
    •The doors to the caucus will open at 10:00am. The doors to the caucus will be closed promptly at 4:00pmand no further persons will be permitted to enter. Persons standing in line at 4:00pm will be allowed to complete the check in process and participate in the caucus.
    •Stephen Niamke, Chairperson of the Roanoke City Democratic will be the permanent chair of the caucus. Mark Lazar, Secretary of the Roanoke City Democratic Committee will serve as permanent secretary of the caucus.
  6. Call Distribution: It shall be the duty of Stephen Niamke, Roanoke City Democratic Committee Chairperson, to distribute a copy of the Call to Caucus.
  7. The caucus will be cancelled if only the correct number or fewer candidates relative to the positions open for the November 7, 2017 general election for Constitutional Officers (Commissioner of Revenue, Commonwealth Attorney, Sheriff, and Treasurer)are filed by the filing deadline. The announcement of the cancellation will be distributed in the same manner as the announcement of the caucus.
