The Bucks County Intermediate Unit Board of Directors met at its regularly scheduled meeting, after notice was duly given to the newspapers and to the public as required by law, April 21, 2009 at 7:07 p.m. in the Library, of Log College Middle School, 730 Norristown Road, Warminster, Pennsylvania. The meeting began with the pledge of allegiance led by Dr. Michael Masko, Assistant Executive Director of the Bucks County Intermediate Unit No. 22, followed by roll call.

MINI REPORTS

Dr. Michael Masko, Assistant Executive Director, introduced Beverly Cary who announced that, for its sixteenth year, the Bucks County Reading Olympics is providing a unique opportunity to promote literacy, reading, and teamwork to the students of our schools. Over 3,700 students are participating this year along with about 750 teachers and hundreds of parents! These students represent 167 public and private schools from all thirteen Bucks County school districts. But even more important than the numbers is what Reading Olympics was designed for – A Celebration of Reading!

Carole Smith, Director of Special Education, discussed the Employability Expo held at the Bucks County Intermediate Unit annually. The IU Administrative Offices were abuzz as ninety-five high school students from across the county made their way to the registration desk. Each one was in the last two years of his/her public school career and working toward fulfilling transition goals leading to competitive employment. They were here to participate in our annual Employability Expo, a cooperative effort of the Intermediate Unit and the local Transition Coordinating Council that is comprised of school district, IU, and business partners.

Dr. Barry Galasso shared various items of good news.

PUBLIC PARTICIPATION None

Upon a motion by Mr. Robert Heath Jr., and seconded by Mr. Michael Monaghan & passed by unanimous vote, the Board approved items 1 through Supplemental item 23.

APPROVAL OF BOARD MINUTES

The Board approved the minutes of the Intermediate Unit Board meeting held on March 17, 2009.

APPROVAL OF TREASURER’S REPORT

The Board approved the Treasurer’s Report, for the period of July 1, 2008 to March 31, 2009.

APPROVAL OF BILLS FOR PAYMENT

The Board approved the bills for payment for March 2009.

APPROVAL OF GENERAL FUND & SPECIAL REVENUE FUND

The Board approved the General Fund & Special Revenue Fund Transfers for the period of March 2009 in the amount of $24,129.00.

APPROVAL OF BUDGET REVISION

The Board approved the revision of the Transportation Pilot Survey Grant budget for the amount of $55,334.00 and approved the Bucks County portion of the contract with management partnership Services in the amount of $55,334.00 for the period of July 1, 2008 through June 30, 2009.

APPROVAL OF BUDGET

The Board approved the Title II, Part A-Nonpublic budget for the amount of $4,357.00 for the period of July 1, 2008 to June 30, 2009,

The Board approved the Technology Internship contract and budget in the amount of $5,175.00 for the period of March 5, 2009 through June 30, 2009.

The Board approved the Educator in the Workplace contract and budget in the amount of $18,031.00 for the period of March 17, 2009 through June 30, 2009.

REPORT ON ELECTION OF BOARD MEMBERS

The Board approved the report on election of Intermediate Unit Board Members for confirmation and for election to a three-year period beginning July 1, 2009.

APPROVAL OF LOCAL BOARD ACTION REGARDING THE PROGRAMS & SERVICES INSTRUCTIONAL MATERIALS BUDGET

The Board approved the report on local Board action regarding the 2009-2010 Bucks County Intermediate Unit Programs and Services Instructional Materials Budget in the amount of $1,932,000.00.

APPROVAL TO FORWARD TO HARRISBURG

The Board approved the 2009-2010 Bucks County Intermediate Unit Programs and Services Instructional Materials Budget in the amount of $1,932,000.00 to be forwarded to the Department of Education in Harrisburg, Pennsylvania.

APPROVAL OF SPECIAL EDUCATION CONTRACT

The Board approved the Special Education contract with Bensalem School District for the period of July 1, 2008 through June 30, 2009 in the amount of $4,889,694.00.

APPROVAL OF PRIVATE PROVIDER AND ADDITIONAL SERVICES

The Board approved the Private Provider and Additional Services contract in the amount of $52,518.00 for the period of July 1, 2008 through June 30, 2009.

Additional Services:

Crossing Cooperative Preschool (Washington Crossing) $ 2,000.00

Rainbow Academy (Ivyland) 36,218.00

St. Paul’s Preschool (Warrington) 4,000.00

APPROVAL OF CONTRACTS AND PURCHASES

The Board approved the Contracts and Purchases for the period of April 2009 in the amount of $22,000.00.

APPROVAL OF NOTIFICATION OF AGREEMENT

The Board approved the permission to give official notification to Provident Energy Consulting, LLC following the review meeting. The final results will be presented at the next Board meeting for final approval.

APPROVAL OF COOPERATIVE BID #09-906

The Board approved the awarding of the Bucks County Schools Cooperative Purchasing Group’s Bid #09-906 for Cafeteria Disposable Products to the recommended vendors in the amount of $206,158.32 for the period of July 1, 2009 through June 30, 2010.

APPROVAL OF COOPERATIVE BID #09-915

The Board approved the awarding of the Bucks County Schools Cooperative Purchasing Group’s Bid #09-915 for Sound Field Systems to the recommended vendors in the amount of $215,331.30 for the period of July 1, 2009 through June 30, 2010.

APPROVAL OF CONTRACT

The Board approved the contract with Chris Orser Landscaping, for the period of July 1, 2009 through June 30, 2010 in the amount of $8,465.00.

APPROVAL OF LEASE

The Board approved the lease of one (1) Ricoh MP2550 and extended one (1) lease from IKON Office Solutions and extended leases of four (4) Konica Minolta leases for the period of March 2009 to March 2012 (estimated term based on delivery date) in the amount of $6,559.68.

APPROVAL OF FIRST READING

The Board approved the 1st reading of the revision to the Policy No’s. 2139 Cellular Phone and 3205 Activities – Professional Educational Consulting or Teaching Related Services.

APPROVAL OF CURTAILMENT OF SPECIAL EDUCATION PROGRAM

The Board approved the curtailment of one (1) special education teaching position in the Morrisville School District effective the 2009-2010 school year and to report such elimination to the Pennsylvania Department of Education.

APPROVAL OF PERSONNEL ITEMS

The Board approved the various human resource items (a through d).
