As part of the Governor’s Public Safety First initiative, child support staff now have access to JusticeXchange, a web site that provides current and historical information concerning incarcerated offenders, including biographical information, charges, photographs and behavioral reports. Based on data collected from local jail management systems, JusticeXchange currently has access to offender information from 30 states, including Kentucky.

In order to assist in the location of noncustodial parents, access to this valuable location tool is being offered to designated statewide staff. The information obtained will assist staff in taking the appropriate action(s) on a case. As with all confidential data available to child support staff, this system is to be used strictly for child support purposes only. All requests for offender information is logged and monitored for appropriate usage and violations may result in disciplinary action(s).

Field management staff and Contracting Officials’ staff will be allowed access at the discretion of the office manager/contact person. Staff should request that at least one (1) employee in each office have access to JusticeXchange. Designated employees need to complete the user form found below and mail or fax the completed form to:

Once staff have signed on to the website, they will be prompted to change their (temporary) password. As a requirement of the Criminal Justice Information Services (CJIS) standards, all users must reset their passwords every 90 days. The password must contain eight characters, including one lower case, one upper case, one numeral, and one special character. The previous 10 passwords cannot be reused and the password cannot be the same as the user name.

To access the records of a local jail, click on reports, choose Kentucky as an agency selection and select a local jail. Scroll down and click sort by and select booking date. The information provided will be the most recent bookings for that jail. Most inmate records contain a Social Security number that can be entered on KASES to check for a child support case. When a noncustodial parent is currently incarcerated, staff should add the address of the jail or prison as the mail address. The responsible worker will receive an ADD worklist event and can then take appropriate action. Notes regarding a release or parole date can be added under the mail address. Individual searches by name or Social Security number can also be generated.

An additional feature of the JusticeXchange website is the watch feature. If staff have a hard to find noncustodial parent that has a criminal background, a watch can be created so that if the noncustodial parent is arrested in another state or area of Kentucky, staff receive an email notification.
