The Federal-State Joint Conference on Advanced Services was convened in 1999 as part of the FCC’s ongoing efforts to ensure that advanced services are deployed as rapidly as possible to all Americans. The Joint Conference serves as a forum for ongoing dialogue among the FCC, state regulators, and local and regional entities regarding the deployment of advanced communications capabilities and related issues. NOTICE OF DRAFT RESOLUTIONS (Pursuant to PU Code § 311(g))

NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE
OF INVESTIGATION RECORDS

Resolution L-464 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Safety and Enforcement Division’s investigation of an electrical incident that occurred on August 17, 2012, at Blythe, California.
On October 21 2014, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.5 of the Commission’s Rules of Practice and Procedure. Comments shall be served no later than November 7, 2014, and reply comments shall be served no later than November 14, 2014.
Resolution L-464 will be on the agenda at the November 20, 2014, Commission meeting. The Commission may then vote on this draft resolution, or it may postpone a vote.
When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order. Only when the Commission acts does the resolution become binding on the parties.

The Energy Division has prepared a Draft Resolution O-0054 for the November 20, 2014, Commission Meeting. This Draft Resolution O-0054 addresses San Pablo Bay Pipeline Company, LLC’s request for approval of its rules and regulations tariff, transportation and related services rates and a subsequent rate increase. The Safety and Enforcement Division has prepared Resolution ST-170 for the November 20, 2014, Commission Meeting. The Resolution requires the Angels Flight Railway Company (AFRC) to file a Safety Certification Plan and a Safety Certification Verification Report with the Commission, pertaining to the work done and remaining to be done in relation to the September 2013 derailment and currently open National Transportation Safety Board recommendations. The Resolution also requires AFRC to seek and be granted formal Commission approval before reinitiating service. The Communications Division has prepared Resolution T-17453 for the November 20, 2014, Commission meeting. Resolution T-17453 increases the California High Cost Fund-A surcharge rate from 0.18% to 0.35% effective January 1, 2015.
