I. OPENING PROCEDURES:

President Schibanoff called to order the Regular Meeting of the Board of Education of the Dover Union Free School District at 7:05 p.m. in the Dover High School Library.

A. PLEDGE OF ALLEGIANCE:

President Schibanoff led the assembly in the Pledge of Allegiance.

B. ANNOUNCEMENT RE: CAPACITY, EXITS AND EVACUATION:

President Schibanoff announced that the capacity of the Dover High School Library is 70 persons and also advised where the exits are located.

D. EXECUTIVE SESSION:

Motion by Gail Rohr, second by Lisa Seifts, and carried unanimously, to recess into Executive Session at 7:08 p.m. for the purpose of discussing:

a. The employment history of a particular person.

b. Collective negotiations.

Motion by Brigid Casson, second by Lisa Seifts, and carried unanimously, to return to Regular Session at 7:42 p.m.

E. LEGISLATIVE REPORT:

Kathleen Schibanoff reported that the State passed its budget and it includes the Governor’s cuts to education. The Federal government said they would give additional money to schools, but the funds must be used for staffing purposes only. Schools would have until 2012 to spend these funds.

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to accept the resignation of Laura Williams from the position of Guidance Counselor at the Dover High School, effective August 9, 2010, with best wishes in her retirement.

*2. APPOINTMENT OF KELLY TOZZI, GUIDANCE COUNSELOR:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve the appointment of Kelly Tozzi as a Guidance Counselor at the Dover High School, effective September 1, 2010.

*4. APPOINTMENT OF JUSTIN STOCKSLAGER, CHORUS TEACHER:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve the appointment of Justin Stockslager as a Chorus Teacher at the Dover Middle/High School, effective September 1, 2010.

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve a request from Michelle Penik for an extension of her child-rearing leave of absence from the position of Biology Teacher at the Dover High School, until January 31, 2011.

*7. APPOINTMENT OF NICOLE ALTIERI, LONG-TERM SUBSTITUTE SCIENCE TEACHER:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve the appointment of Nicole Altieri as a long-term substitute Science Teacher at the Dover High School, covering for Michelle Penik, from September 1, 2010 through February 1, 2011.

*9. APPROVAL OF CHILD-REARING LEAVE FOR REBEKAH KERMANI, ENGLISH TEACHER:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve a request from Rebekah Kermani for a child-rearing leave of absence from the position of English Teacher at the Dover High School, from approximately October 13, 2010 through September, 2011.

*10. APPROVAL OF CHILD-REARING LEAVE FOR KRISTIE ARNOLD, ELEMENTARY TEACHER:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve a request from Kristie Arnold for a child-rearing leave of absence from the position of Elementary Teacher at the Wingdale Elementary School, effective September 1, 2010 through October 18, 2010.

*13. CHANGE IN APPOINTMENT OF DANIELLE WECKESSER, ART TEACHER:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve a change in the appointment of Danielle Weckesser, High School Art Teacher, from a .8 teaching position to a 1.0 teaching position, for the fall semester of the 2010/2011 school year.

*14. RESIGNATION OF ADELE KRICHEFF, FOR RETIREMENT PURPOSES:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to accept the resignation of Adele Kricheff, for retirement purposes, from the position of Speech/Language Pathologist, effective August 1, 2010, with best wishes in her retirement.

B. NON-INSTRUCTIONAL:

*1. RESIGNATION OF CHRISTINE NUGENT, NURSE:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to accept the resignation of Christine Nugent from the position of High School Nurse, effective September 1, 2010.

*2. CHANGE IN APPOINTMENT DATE FOR ROBIN TATE, CONFIDENTIAL TYPIST AND DISTRICT REGISTRAR:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve a change in the appointment date for Robin Tate, Confidential Typist and District Registrar, from July 14, 2010 to July 1, 2010.

*3. APPOINTMENT OF RONDA VINCI, TWELVE-MONTH TYPIST, DOVER HIGH SCHOOL:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve the appointment of Ronda Vinci as a twelve-month typist at the Dover High School, effective August 19, 2010.

Salary for the 2010/2011 school year will be $27,207.00, pro-rated. Benefits will remain in effect as per the CSEA Non-Instructional Contract. The probationary period is not applicable.

*4. APPOINTMENT OF MICHAEL DEYORIO, MICRO-COMPUTER WORD PROCESSING SUPPORT ASSISTANT:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve the appointment of Michael DeYorio as a Micro-Computer Word Processing Support Assistant, District-wide, effective August 19, 2010. This is a provisional appointment, pending successful completion of the Civil Service exam.

Salary for the 2010/2011 school year will be $32,448.00, pro-rated. Benefits will be in accordance with the CSEA Non-Instructional Contract. The probationary period is not applicable.

C. OTHER BUSINESS:

*1. APPROVAL OF RECOMMENDATIONS BY THE COMMITTEE ON SPECIAL EDUCATION:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve the following:

Upon the determination after review by the Dover District Committee on Special Education, and with parental notification and consent, the named students shall be placed in Special Education programs, as outlined in Attachment #081710-01.

Names of students are on file in Office of Special Education; however, in accordance with the provisions of the Family Education Rights and Privacy Act of 1976, as amended, the Dover Union Free School District maintains the confidentiality of pupil records.

*2. APPROVAL OF FOOD SERVICE BID AWARDS:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve the Food Service Bid awards for the 2010/2011 school year, as outlined in Attachment #081710-02.

*3. SALARY INCREASE FOR STAFF MEMBERS OF THE BEFORE AND AFTER SCHOOL CHILD CARE PROGRAM:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to authorize a salary increase of 2.75% for staff members of the Before and After School Child Care Program.

*4. APPROVAL TO TRANSFER FUNDS:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve the following transfers of funds, effective June 30, 2010, per the recommendation of the External Auditor:

·  $3,287.52 from the Unemployment Reserve to the General Fund Unreserved Fund Balance.

·  $60,000.00 from the General Fund to the School Lunch Fund.

·  $5,928.20 from the Employee Benefit Accrued Liability Reserve to the General Fund Unreserved Fund Balance.

·  $523,072.59 from the Tax Certiorari Reserve to the General Fund Unreserved Fund Balance.

·  $57,759.49 from the Workers’ Compensation Reserve to the General Fund Unreserved Fund Balance.

·  $339,270.45 from the General Fund Unreserved Fund Balance to the Tax Certiorari Reserve, representing the 2009/2010 contributions for the outstanding tax certioraris for the prior four years, and current year claims, as of 8/17/10.

·  $288,402.77 from the Liability Reserve to the General Fund Unreserved Fund Balance.

·  $1,250,000.00 from the General Fund Unreserved Fund Balance to the Capital Reserve.

*5. APPROVAL OF NEW TEXTBOOK SERIES:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve the adoption of the following new textbook series as shown in Attachment #081710-03:

·  Science textbook series for Grades 6 through 8 – “Science Explorer 2009” – published by Pearson Education.

·  A/P Science textbook series – “Chemistry – Central Science” – published by Pearson Education.

*6. APPROVAL OF CHANGE ORDER:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve the change order with Everfoam Insulation in the amount of $48,683.00 for the Middle/High School portion of the EXCEL Project (See Attachment #081710-04).

*7. VOIDING OF RESOLUTION SETTING THE STANDARD WORK DAY FOR DISTRICT APPOINTED OFFICIALS:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to void the resolution setting the standard work day for District appointed officials.

*8. APPROVAL OF EXTRA-CURRICULAR ASSIGNMENTS:

Motion by Patricia Hoag, second by Lisa Seifts, and carried 7 yes – 0 no, to approve the extra-curricular coaching/advisory assignments for the 2010/2011 school year, as listed in Attachment #081710-05.

*9. APPROVAL OF TAX WARRANT:
