“Interview with Takeshi Utsumi” by Parker Rossman

Dear Dr. Bourguignon:
(1) It was my great privilege and pleasure to have listened in your following excellent lecture of the United Nations University;

The first global economic crisis of the XXI century: shock or change of regime? Prospects for development
François Bourguignon, Paris School of Economics
United Nations Headquarters
46 St and 1 Ave, New York, NY 10017
September 10, 2009, 10:00 am to 12:00 noon

(2) Your lecture was very informative as describing the origin and causes of the current economic crisis with excellent slide presentations.
Toward the end of your lecture, you mentioned of the need to create a United Nations mechanism as similar to the Intergovernmental Panel on Climate Change (IPCC).
You then indicated your strong interest in our GCEPG project (Reference (d) above) and its possible extension to the creation of Global Early Warning System (GEWS), as connecting national economic simulation models of various countries through cloud computing system and broadband Internet (see Figure 8 of Reference (d) above). I handed you our papers (References (a) and (b) above).
(3) As you may know, there are following three major simulation methodologies;

(a) Econometrics,

Prof. Onishi, our long-time colleague, has the world renown FUGI econometric simulation model, which has 192 countries and 8 UN sectors. He has agreed that each of those countries can be handed over to the experts of countries for their autonomous refinement and administration. We also have a connection to the group of Professor Laurence Klein at the University of Philadelphia, Nobel economic laureate as the inventor of the econometric methodology.

(b) System Dynamics,

Hans Herren’s Millennium Institute is the world renowned think tank specializing on the use of system dynamics methodologies, as inheriting it from the System Dynamics Group under Professor Jay W. Forrester, (the initiator of this methodology and my teacher), at the Sloan School of Management of the Massachusetts Institute of Technology.
They are now consummating an agreement with the Economic Community Of West African States (ECOWAS) to construct national economy models of their 15 consortium member countries, starting with Nigeria. They plan to construct such models of 100 countries in the coming two years or so.

(c) Input-output.

Our project is housed at the Polytechnic Institute in Brooklyn, which is now a part of the New York University, where there was the Late Professor Wassily Leontief, Nobel economic laureate as the creator of this methodology. We are approaching to his successors in Manhattan campus.

(4) I would like to respectfully request your kind help to introduce us economists in France, Europe, the World Bank, International Monetary Fund (IMF), etc., who might be interested in participating in our project with their national socio-economic simulation models.
(5) BTW, the GEWS was firstly proposed by Mr. Gordon Brown, the U.K. Prime Minister at the G20 conference in London last April.
Dear Leslaw:
(6) Many thanks for your msg (ATTACHMENT I), as publicizing our GEWS project in the newsletter of the European Club of Rome.
Your proposal of creating “United Nations Economic Council,” “World Sustainable Development Strategy Center” and the “United Nations Information Center” etc., might be similar to the one proposed by Dr. Bourguignon -- see above.
Best, Tak
