Resolution 17-1

Planning for an Effective Noncredit Initiative

Whereas, the last few years have brought changes in the regulations around noncredit education and a renewed interest in noncredit education at the state level, and

Whereas, offering noncredit education requires sustained processes to be performed by many Divisions and Departments of the campus, including Admissions and Records, IT, Administrative Services, Institutional Effectiveness, Institutional Research, Student Services, Financial Aid, and Counseling, in addition to the Office of Academic Affairs, and

Whereas, there has currently been no college-wide planning discussion to inform decisions about noncredit course offerings, instructor qualifications, the infrastructure needs of noncredit, goals for noncredit student success, student and academic support services for noncredit students, and long-range FTES targets for noncredit instruction, and

Whereas, a robust and effective noncredit program could provide both basic skills and career technical education to the District’s most underserved population, and

Whereas, effective noncredit practices integrate noncredit education and services with other educational programs of the college, providing students with an onramp to credit education, and

Whereas, Hartnell College Strategic Goal 1A states that Hartnell College will provide higher education, workforce development, and lifelong learning opportunities—with seamless pathways—to all of the college’s present and prospective constituent individuals and groups.

Therefore, be it resolved that the HCAS urge the Board to hold a Board Development on effective practices in noncredit education, featuring some of the exemplary models already in practice at other colleges, and

Therefore, be it resolved that the HCAS urge the President to encourage all faculty, staff, and administration to attend the board development session, to become more knowledgeable about effective noncredit practices, and

Therefore, be it resolved that the HCAS urge the President to work with the HCAS to form a broad-based Noncredit Planning Task Force consisting of members of Divisions and Departments that would be involved in providing an effective noncredit program, and

Therefore, be it resolved that the Noncredit Planning Task Force be given the charge of providing college-wide planning recommendations for an effective noncredit program that is integrated with the other efforts of the college and leads to increased student success.
