Notice on the Proposals of Governmental Scientific and Technology Cooperation betweenChina and the EU

To the science and technology department of all provinces, autonomous regions, municipalities directly under the central government and relevant departments under the State Council and the competent departments in charge of science and technology:

According to the agreement of MOST and the EU Directorate General for Research and Innovation on the establishment of China-EU co-funding research and innovation mechanisms, now call for proposals for 2016 annual governmental scientific and technological cooperation projects. The relevant matters are hereby notified as follows:

1. Background Information

Chinaand EU are important scientific and technological innovation partners. The EU has officially launched the “Horizon 2020 plan” in 2014, and China’s science and technology program management reform is underway. In order to continue to implement the Sino-EU cooperation in science and technology cooperation agreement, the Chinese Ministry of Science and Technology and EU Directorate General for Research and Innovation reach a consensus on the establishment of scientific research and innovation co-funding mechanism.

The cooperation projects proposals aim at supporting bilateral colleges, institutes and companies research and developmenton the basis of the existing cooperation and common sense of interests, and enable both parties to benefit from the cooperation. The proposed projects need to be based on the development needs, reflect the advantages of technology and innovation.

2. Description of Project Proposals

(1) Scope

Due to the central financial science and technology program, and the “Horizon 2020 plan” launched in 2014, in order to implement the reform spirit and reflect the principle of mutual aid, the project proposalsare set up two application deadlines, the first is 31 March, 2016, the second is July 31,2016. The proposals scope includes the following three parts:

First, Chinese applicants who have obtained successfully the project of EU “Horizon 2020 plan” 2014/2015, and the deadline for this part of project proposal is 31 March, 2016.

Second, the projects of “Horizon 2020 plan” 2016/2017 are open to Chinese applicants, and the deadline is before 31 March, 2016.

Third, the projects of “Horizon 2020 plan” 2016/2017 are open to Chinese applicants, and the deadline is before 31 July, 2016.

The key areas include: agriculture(including food), biotechnology, information and communicationtechnology, space, aviation, energy, health,transportation, water resources, energy conservation,advanced manufacturing, new materials, sustainableurbanization,young scientistsexchangeactivities.

(2) Funding and Duration

The annual China-EU scientific and technological cooperation 2016 plans to be funded total 200 million RMB, the amount of a single project of Chinese side is funded no more than 5 million RMB.

The project implementation period is not more than 3 years.

3. Project Proposals Writing and Submitting

(1) Requirements

A. Chinese Organization Requirements

a. The project proposals must be submitted to Chinese and Foreign government department by both Chinese and foreignorganizations, unilateral submission is invalid.

b. The organization which submits the Chinese project proposals should be established in China and have the legal personality of the research institutes, universities and enterprises.

c. Chinese and foreign parties should sign the agreement or letter of intent and other cooperation documents.

d. The corresponding guide code of the “Horizon 2020 plan” should be specified in the Chinese project proposals.

e. Under the same conditions, the state international science and technology cooperation base will be the priority

B. Project Manager and Main Participants

The project manager and main participants should comply with the Interim Measures for the Administration of the National Science and Technology Projects.

C. Intellectual Property Requirements

a.The project proposal should include the effective protection of intellectual property rights and the relevant information resources related to national security, should pay attention to the reasonable share of cooperation research and safeguard the interests of the Chinese side.

b. The cooperation agreement signed by the two parties must include the special terms of the intellectual property.

(2) Project Proposal Submission

A. The project proposal should be submitted through the recommendation of the higher authority. The higher authority is the department of science and technology commission or bureau of the province, autonomous region or municipality directly under the central government.

B. The basic information submitted by the Chinese side must be consistent with the content of declarefromthe foreign partner.
