  1. Question:

“A single applicant may apply for only one of the two lots.”

We would like to understand what OSHA means by “single applicant”. Does it include registered companies and groups of companies?

Answer:

“single applicant” includes registered companies and groups of companies, as you mentioned.

We simply want to make it clear that each candidate (including of course companies and group of them) can deliver one single offer for one single lot.

  1. Question:

“Concerning the tender, is Spanish accepted ormust it be written in English?”

Answer:

In the Contract notice, 2007/S 61-074156, IV.3.6) it states that:

Language(s) in which tenders or requests to participate may be drawn up: Bulgarian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish and Swedish.”

The same answer can be read in the TECHNICAL SPECIFICATIONS, II. Administrative Specifications and 1.10 Guidelines for presenting the tender:

“Tenders and annexes should be written in any language of the European Community”

However, we must say that it could be very helpful to have the tenders submitted in English.

Companies may tender ONLY for one of the two evaluation lots?

Answer:

Companies may tender only for one of the two evaluation lots.

the budget of €175,000 is to be shared between the two evaluation lots?

Answer:

The budget of €175,000 is to be shared between the two lots.

  1. Question:

What is the maximum percentage of the budget that can be allocated to subcontractors?

Answer:

Subcontracting: The Agency’s financial regulation does not fix a maximum percentage for subcontracting but states that this should be ‘reasonable’ in the frame of the tasks to be carried out. 50% would be considered reasonable but a higher percentage could be allowed if properly justified.

  1. Question:

Should the qualitative impact assessment include interviews of individuals by phone and if so, what is the (maximum) number of markets to be covered? Is it necessary to cover all EU member states or is a ‘representative’ sample of EU countries sufficient?

Answer:

Methodology: Tenders will be assessed on the appropriateness and quality of the methodology proposed to meet the objectives set within the given budget and time frames.

Does this contract require face-to-face meetings in Bilbao and if so, are these costs to be included in the budget estimates?

Answer:

Face-to-face meetings in Bilbao will take place and their costs should be included in the budget estimates (estimate 2/year).

  1. Question:

We have to submit the documentation in two sealed envelopes, but do we have to place the administrative and technical documentation in one envelope and the economic bidin the other one?

Answer:

Tenders have to be duly signed (original signature preferably in blue ink) and sent in triplicate. Tenders must be placed inside two sealed envelopes. These envelopes have to be sent one inside the other, andthe inner envelope should be marked with name and address of the sender and remark: “Invitation to tender OSHA/CPU/2007/T2 Lot XX – Not to be opened by the internal mail department”. Where self-adhesive envelopes are used, they must be sealed with adhesive tape and the sender must sign across that tape.

What do the classification numbers 74131100, 74131400 mean?

Answer:

Common procurement vocabulary(CPV) facilitates the processing of invitations to tender published in the Official Journal by means of a single classification system to describe the subject matter of public contracts.

Tenders have to be sentin triplicate. Does this mean three originals or one original and two copies?

Answer:

One original duly signed (original signature preferably in blue ink) and two copies.

  1. Question:

Required sworn statements what should contain?

Answer:

Tenderers must sign a sworn statement that they are not in a situation of serious breach of contract for failure in a procedure financed by the Community budget, and tenderers must sign a sworn statement that they have not conflict of interest in connection with this call for tender (see ANNEX 7, SWORN DECLARATION).

Related with CPV, is any additional documentation required?

Answer:

No additional documentation is required in relation with CPV. Common Procurement Vocabulary facilitates the processing of invitations to tender published in the Official Journal by means of a single classification system to describe the subject matter of public contracts.

  1. Question:

For the on-line surveys, would the Contractor be able to use existing software and hosting opportunities of OSHA or the European Commission services?

Answer:

No. We don’t consider hosting necessary tools/databases in the Agency system.

  1. Question:

Since the TORs specify that for Lot 1 “the Agency will take care of the translation of the final questionnaire to be delivered by the Contractor in English”, could we assume that the same applies for questionnaires (for both on-line and face-to face interviews) which a Contractor bidding for Lot 2 would like to undertake?

Answer:

Yes. The Agency could take care of the translations.

  1. Question:

Regarding the Evaluation of European Campaigns, is it expected that we approximate the existing prior evaluations in terms of the scope, number of selected countries, depth and detail of analysis, and tools used?
