GENERAL REGULATIONS

1. INVITATION

Iasi County Chess Association, the World Chess Federation (FIDE), Romanian Chess Federation, (RCF), the City Hall of Iasi, have the honour of inviting all national chess federations and eligible players in the FIDE World Amateur Chess Championship 2013 to be held in Iasi, Romania, from 21th April (1st round) to 30th April (9th round).

2. RIGHT OF PARTICIPATION

The participants shall not have a FIDE title or published FIDE rating above 2000 at the start of the tournament or had such a rating for at least two years prior to the start of the event. The World Amateur Championship is open to all eligible chess players registered with their federation. FIDE-member federations shall have the right to send as many players as they wish. The World Amateur Women's Championship shall be held as part of the World Amateur Championship and female contestants will be eligible to win both titles.

3. CONDITIONS OF ENTRY FEES

3.1 The FIDE entry fee is 30 euros and this can be paid to the Organising Committee and forwarded to FIDE or sent directly to FIDE from the national federation before the start of the tournament.

The FIDE entry fee for the first two nominees of each national federation is FREE.

3.2 The registration fee to the Organizing Committee is 40 euros.

4. REGISTRATION AND TRAVEL CONDITIONS

4.1 Entry forms must be sent from the National Federations or the players and returned to the Organizing Committee no later than Monday 04 March 2013. If the registration is not forwarded by the Federation a copy must be sent to the National Federation. The individual participations must have the approval of the National Federations.

4.2 The registration email (must be sent to the organizer by the e-mail: ), must include the surname/s, first name/s, FIDE ID number, FIDE rating and passport number (for visa only purpose) of each player and each accompanying person.

4.3 According to FIDE regulations, the participating federations/the participating persons shall cover the travel expenses of all players, coaches and accompanying persons.

All participants should confirm the date and hour of the arrival in Iasi before April 08, 2013.

4.4 The organizers will assure transfer from Iasi airport and Iasi railway station to the hotels, with return, for 10 Euro/person.

The organization committee can arrange the transfer from Bucharest airport to Iasi. The cost of bus transportation (380 km) from Bucharest airport to Iasi (April 21) with return on the departure day (May 01) is 60 EUR per person. Other airports, mainly for regional and low cost flights for Central Europe are in the following cities: Bacau, located at 120 km from Iasi (transfer - 30 Euro/person), Suceava, 140 km (transfer - 30 Euro/person). Transportation in other days than the arrival and departure ones is possible based on prior request. There is a good and cheap railway connection between Bucharest and Iasi: 5 daily speed-trains Bucharest-Iasi and back, see www.cfr.ro, and 5 daily flights from Bucharest to Iasi.

The organization committee can arrange also the transfer from Chisinau (Republic of Moldova) airport to Iasi. The cost of bus transportation (160 km) from Chisinau airport to Iasi (April 21) with return on the departure day (April 30) is 40 EUR per person.

The transfer bus will be as scheduled by the organizers and published on the official site.

4.5 At the time of registration by Monday 04 March 2013 the amount of 40 EUR (registration) + 50% of the total accommodation cost + transportation cost (if required) must be transferred, free of bank charges, to the following bank account for each participant or accompanying person. The rest of payments must be made the latest on arrival.

4.6 Delegations are advised to pay the total amount of their expenses through the bank account before their arrival:

Once the bank transfer has been received, the Organising Committee will issue and send the assigned booking confirmation.

5. VENUE - ACCOMMODATION

5.1. Accommodation and board will be provided at the 3-star Moldova Hotel, www.hotelmoldovaiasi.ro which is the official hotel of the event.

5.2. The playing hall is the Sports Hall in Iasi (modern, stands having a capacity of 2 000 people, well lit, located in downtown, total area of 5000 m2);

5.3. Every participant and all national delegations have to register through the Organising Committee and use the official hotel. Registrations, bookings and visa invitations are made only through the Organising Committee.

5.4. Hotel payments for all players and accompanying persons must be made in advance as described in registration process and the rest 50% the latest by arrival. Hotel payments must be paid in EUR currency (euros). No future payments of hotel bills will be accepted. Cancellations are not possible after 15 April 2013.

5.5. Accommodation and board will be provided at the:

- 38 euro / day, 1 person in double room + 3 meals
- 48 euro / day, 1 person in single room + 3 meals

- Hostels and rooms at special prices in “Tudor Vladimirescu” students camps for a number of small federations

- 24 euro / day, 1 person in double room + 3 meals

6. VISA INFORMATION

Teams or players needing visas are requested to contact the Organising Committee before 11 March 2013 and apply on time to Romanian Authorities. The Organizing Committee will provide invitations for visas only after the necessary deposit payments are confirmed.

7. RULES AND REGULATIONS

The tournament will be played according to the Swiss System in 9 rounds. National ratings will not be taken into consideration for the pairings. Rate of play will be according to FIDE regulations 90 minutes for 40 moves plus 30 minutes for the rest of the Game with an increment of 30 seconds per move starting from move 1.Participants who have not confirmed their participation by Monday 21th April 2013, 22:00 will not be paired for the first round.

9. PRIZES – TITLES

The World Amateur Champion shall be awarded the title of FIDE master and a rating of 2200. The Women’s World Amateur Champion shall be awarded the title of Woman FIDE master and a rating of 2050. In the Open Section the winner of the Silver Medal shall be awarded a rating of 2100 and the Bronze Medal a rating of 2050.

Between tied players money prizes are divided equally.

If a woman player has the right to two or more prizes, she receives all of them.

Players placed first, second and third of both sections (Open and Women) will be awarded respectively with gold, silver and bronze medals and cups.

Other special gifts will be given from the 1st to the 10h places in each section (Open and Women).

All players and arbiters will be given diplomas for participation.
