A Regular Meeting of the Napa County Board of Education was called to order at 3:30 p.m. on Tuesday, January 3, 2017, at the Napa County Office of Education, 2121 Imola Avenue, Napa, California, President Janna Waldinger presiding. Members Present: Steve Orndorf, Jim Haslip, Lisa Lindsey, and Don Huffman. Absent: Ann Cash and Jennifer Kresge.
The salute to the Flag was led by Jim Haslip.
Visitors were welcomed to the meeting.
The Agenda was approved on a motion by Mr. Huffman and a second by Mrs. Lindsey. Ayes - Mr. Orndorf, Mr. Huffman, Dr. Haslip, Mrs. Lindsey, and Mrs. Waldinger. Notes - None.
The Minutes of the December 6, 2016 meeting were approved on a motion by Mr. Orndorf and a second by Dr. Haslip. Ayes – Mr. Orndorf, Mrs. Lindsey, Dr. Haslip, Mr. Huffman, and Mrs. Waldinger. Notes – None.
The public hearing, which opened at 3:44 p.m., was held in compliance with Education Code Section 60119 to encourage participation by parents, teachers, members of the community and bargaining unit leaders on the issue of sufficiency and current content of textbooks and instructional materials as utilized in the 2015-2016 and 2016-2017 school years, elicited no comments from the public and was closed at 3:50 p.m.
John Goodell of Goodell, Porter, Sanchez, and Bright, LLP, presented the firm’s audit report for the period ending June 30, 2016.
On a motion by Mr. Orndorf and a second by Dr. Haslip, the Board approved the Napa County Office of Education’s annual audit report for the period ending June 30, 2016.
After a short reception in honor of Mr. Goodell’s years of service with the NCOE as well as congratulations to the re-elected Board members sworn in by Dr. Nemko on December 6, 2016, the regular agenda was resumed at 4:45 p.m.
There were no comments from the public.
1.  Dr. Nemko thanked the Board members who accompanied her to the Calistoga City Council meeting in December to make a public statement regarding where to move the Calistoga Preschool. The City Council members suggested relocating the preschool to the fairgrounds. Once we hear back from the county as to the location being considered, then everyone can plan a

visit to the site. The Mayor of Calistoga provided a statement of solidarity, and said he will not make the preschool relocate. If a suitable site cannot be found, Chuck McMinn promised that the Vine Trail would have bicyclists dismount and walk their bicycles around the school if need be.
2.  Dr. Nemko reported that she received clarification from the ACLU and CCSESA about schools going digital and how this relates to being compliant with the Williams Act. The ACLU in collaboration with CCSESA has developed an advisory letter of ways to meet these requirements. Tom Adams, Deputy Superintendent at the CDE, sent Dr. Nemko a draft proposing the implementation of these requirements. Dr. Nemko will forward the draft letter to the Board members and will ask for their suggestions as to what specifically we are trying to accomplish.
3.  Dr. Nemko reported that she received a donation of $5,000 to the Superintendent’s Fund from the Brogliatti Trust Fund.
4.  Dr. Nemko reported there is new legislation that provides banks with funds to help with the broadband challenges in their community. For example, a housing project that doesn’t have access to WiFi may be able to have affordable digital access with this new federal funding made available to local banks.
5.  Mr. Schultz offered to have the IT department refresh or trade in the Board members iPads if they so desire. Mr. Schultz noted that we have a trade-in program with Apple that may help to fund this.
6.  Mr. Schultz provided a summary handout from the Social Security Administration on the Social Security Windfall Elimination Provision.
7.  Mrs. Waldinger asked Mr. Schultz to report back to the Board regarding the NCOE’s process for informing new employees of the Social Security Windfall Elimination Provision.
8.  Mrs. Waldinger asked Dr. Nemko to provide her with the number of children in the Head Start program.
9.  Mrs. Waldinger reported that Napa Valley Life Magazine has a wonderful article on the Napa County Office of Education Digital Early Literacy program that she and Dr. Nemko co-authored.
10.  Mrs. Lindsey reported that the American Canyon Boys and Girls Club will be demolished sometime soon and that construction will begin on a beautiful new building in late winter or early spring. Mrs. Lindsey also noted that she plans to contact local artist, Gordon Huether, regarding building a statue or sculpture related to children and hopefully have this displayed at the Boys and Girls Club.

11.  Mrs. Lindsey reported that the American Canyon Boys and Girls Club will be demolished sometime soon and that construction will begin on a beautiful new building in late winter or early spring. Mrs. Lindsey also noted that she plans to contact local artist, Gordon Huether, regarding building a statue or sculpture related to children and hopefully have this displayed at the Boys and Girls Club.
12.  Dr. Nemko offered to meet with Mrs. Lindsey and Gordon Huether to discuss a sculpture or statue for display at the Boys and Girls Club in American Canyon.
13.  Dr. Nemko reported that she received a letter and a check for $1,000 in safety credits from North Bay Schools Insurance Authority to be spent on activities mitigating risk. Dr. Nemko congratulated the seven NCOE employees who successfully attended the risk management boot camp.
14.  Dr. Nemko reported that she and several NCOE employees have signed up for the customer service training in early February at North Bay Schools.
15.  Dr. Nemko reported that she received a letter from the Napa Valley Film Festival thanking her for the $1,000 donation from the Superintendent’s Fund to help cover the cost of creating the Teen Press student journalism curriculum in the NVUSD, specifically at Harvest Middle School.
16.  Dr. Nemko reported that the California School Business Journal had an interesting article on serving early learners and how providing early childhood education can affect districts bottom lines. The Napa County Office of Education just received a grant to study tracking this population of students.
Consent Agenda Item 4.A. (Temporary County Certificates) was passed on a motion by Mrs. Lindsey and a second by Mr. Orndorf.
No action was taken on Consent Agenda Item 4.B. (Board Member Compensation).
Backup information on the consent items was included in the Board packets and is on file in the Superintendent’s office.
On a motion by Mr. Orndorf and a second by Mr. Huffman, the Board approved Resolution 2017-2 (Pupil Textbook and Instructional Materials Incentive Program – Education Code 60252) certifying (per Agenda Item 2A.) that the Napa County Office of Education has complied with the requirement of Education Code section 60119 for the 2015-2016 and 2016-2017 school years. Ayes – Mr. Orndorf, Mr. Huffman, Mrs. Lindsey, Mrs. Waldinger, and Dr. Haslip. Noes – None.

On a motion by Mr. Orndorf and a second by Mrs. Lindsey, the Board approved the revised Board Bylaw 9121 – President and Other Officers. Ayes – Mrs. Waldinger, Dr. Haslip, Mr. Huffman, Mr. Orndorf, and Mrs. Lindsey. Noes – None.
On a motion by Mr. Huffman and a second by Dr. Haslip, the Board approved the recommended revisions to Board Bylaw 9140 – Board Representatives. Ayes – Mrs. Waldinger, Mrs. Lindsey, Dr. Haslip, Mr. Orndorf, and Mr. Huffman. Noes – None.
Mrs. Kresge was unable to attend the meeting. Discussion, review, and direction regarding legislative updates and positions has been tabled to the February 7, 2017 meeting.
The Board accepted the Personnel Activity Report as presented.
Mr. Schultz reported that we are waiting to hear back from the contractor to firm up an installation date for the solar panels. Our preference for installation is the week of spring break as this will allow for minimal disruption to the day-to-day workplace activities.
Mr. Schultz requested that the update on the LCAP be tabled to the February meeting as he will have data on the 2015-2016 outcomes at that time
Mr. Schultz reviewed the 2017-2018 Budget Calendar and noted that the preliminary budget overview will be presented at the April 4, 2017 meeting. A public hearing will be held at the regularly scheduled June 6, 2017 meeting with a special meeting being held on June 29, 2017 to adopt the final budget and the Local Control and Accountability Plan (LCAP).

There being no further business the meeting was adjourned at 6:05 on a motion by Mr. Huffman and a second by Dr. Haslip.
