1. Introduction

Jagaran Media Center (JMC), a non governmental, non profit making a national self help media organization, formerly registered in the district administration office Kathmandu (DAO/regd no 813/057/058) and affiliated in the Social Welfare Council (SWC affiliation no 13180) in 2000. JMC is created and managed by the young and energetic Dalit journalist envisioning “creation of an equitable society, free from all forms of discrimination”. Its mission is to be active on both national and international level, using various forms of media for promotion and protection of the Dalit community and Dalit human rights and to abolish every forms of discrimination in an effort to create an equitable society. JMC has its central office in Kathmandu with a regional office in Butwal-Rupandehi District.

JMC board reserves the right to modify, alter, add, interpret or delete the policies mentioned hereunder with the recommendation of management committee. JMC management committee will provide notice in advance at least prior to a month and include staffs’ opinion in the formulation of finance/administration policies. These under mentioned polices are subject to amendment in response to change in JMC. Once management makes decisions; it will be final and comes into with immediate effect.

Management committee will be the team of President, General Secretary, program Director and senior authority from finance.

2. Office hour:

Employee /volunteers shall works 6 days a week (Sunday – Friday) from 9.30 am to 5.00 pm. However, volunteers who are pursuing their studies shall work as per their convenience but have to inform JMC at initiation. From November to January the office time will be 10:00 am to 4:00 pm.

Employees/ volunteers who are sent in field visit have to work even seven days a week.

An employee /volunteers shall be responsible for in time attendance and punctuality.

Employee/ volunteers must fill daily time sheet and shall be observed by the accountant.

Employee/volunteer will get lunchtime from 1 pm to 2pm.

  1. Employment:

I) Permanent employment( Core):

A person is assumed as permanent employee of JMC, if s/he satisfies the conditions enumerated in part 3

Permanent employees are entitled to receive remuneration and other monetary benefits described in this policy.

Payment of remuneration and other benefit to permanent employee shall be as per FINANCIAL POLICY.

Only Nepali people will be permanent staff.

JMC shall not separation the job of permanent employee unless and until it provides satisfactory cause of such termination. Employees so terminated will be treated as RETIREMENT and has right to claim all accumulated benefits up to that period.

At least one month prior notice will be provided to employee in case of end of job.

II)Temporary Employment:

A person hired for a specific purpose and period is known as temporary staff.

S/he will not be entitled to get benefits other than remuneration.

Temporary staff shall be hired for 2-12 months.

JMC shall extend the period of Temporary staff if it seems necessary and satisfactory.

III)Project Employment:

A person hired for a certain project is called project staff.

After completion of project such staff itself shall separate from the organization.

IV)Volunteers:

JMC preserves right to hire and fire volunteers.

Volunteers may be Nepali and foreigners.

Volunteers will be categorized. Volunteers will have to visit field frequently and assist in office administrative works.

Lunch and Transportation will be provided to volunteers as per the financial policy.

V) Consultant

JMC can hire professional consultant for short or long time depending upon the

need and circumstance of the organization, if required.

Professional expert can be hired either on daily, monthly, or project basis.

Only professionally qualified person will be hired.

They will be paid as per FINANCIAL POLICY.

JMC Program Director’s approval is must.

4.Policies:

JMC is an equal opportunity employer. No discrimination on the basis of race, sex, caste, and religion will be placed.

(i) Selection and recruitment policies:

a)Permanent, Temporary employee, Project Employee

There shall be three processes to recruitment any new staff.

Vacancy advertisement: Advertisement will be published in national daily newspapers.

Head Hunting:Consulting with same kind of organization to get more related experienced person and suitable candidate.

Job Placement: Get competitive candidate from the placement organization that provides right employee and give guarantee too.

Direct Contact: If organization knows the suitable candidate JMC shall recruit s/he directly.

The employee will be given with job description, which can be changed time to time as per need of the organization.

The title of the employee also can be changed as to the role and responsibility of the employment.

b) Volunteers:

Program Director or the person assigned by him/her shall have right for

selection, recruitment and appointment of volunteers.

Volunteers will be selected as per the requirement of job.

Volunteers so appointed will be placed for right job.

Payment of volunteer shall be as per FINANCIAL POLICY.

(ii) Probation period:

A probation period of 3-6month shall be applicable from the date of appointment dependent on qualification and experience

S/he has to sign the agreement paper.

At the time of appointment for probation, s/he shall be issued a letter of agreement.

The contract shall contain the following job profiles;

  • Organizational hierarchy
  • Reporting relationship
  • Date of appointment
  • Employment category
  • Working location
  • Remuneration and benefits
  • Performance evaluation procedures
  • Position held etc.

The aforesaid job profiles are only Illustrative not exhaustive.

Copies of contract will be prepared into 2 forms. One form will be issued to employee and next rests with JMC.

S/he, during probation period, shall not entitle to claim any benefits except basic salary.

S/he can be dismissed if, Performance during the probation period is not satisfactory or if s/he violates rules and regulation of JMC, Serious violation of discipline and embezzlement of funds.

(iii) Permanent employment:

After successful completion of probation period, being not qualified for dismissal, s/he shall be appointed as permanent employee of JMC.

A letter of contract will be issued to the employee as permanent staff.

The job profile delivered at the time of probation period shall also be applicable; in addition to that, additional job profiles may be added.

Permanent employee shall receive all the benefits mentioned in this policy.

By accepting an appointment letter from JMC an employee shall agree to work in a responsible, disciplined, harmonious and productive manner.

Efforts of employee so appointed shall be directed to achieve organizational goals.

S/he shall agree to abide the rules and regulations specified in the policies.

Any act of misconduct shall be linked with disciplinary procedures and shall be qualified for disciplinary action as mentioned in (11).

(In case of staff selection, group discussion, presentation and academic qualification will be considered more)

5.Salary:

Salary includes basic salary and other monetary benefits.

Salary shall be paid to the employee in Nepalese currency through cheque or deposit in the bank account of the staff as per the salary scale for each position.
