For the Icklesham Parish Council Meeting, Monday 9th June 2014 at

Winchelsea Beach Community Hall, commencing at 7:15pm

1.Welcome to the meeting by the Chairman.

2.The Chairman will invite members of the public to comment or ask questions on any matters they wish to raise relating to the business of the Council (15 minutes).

3.To receive reports and ask questions of Councillors Keith Glazier, Nick Ramus and Paul Osborne concerning County Council and Rother District Council matters (10 minutes.)

4.Formal opening of the meeting.

5.Apologies for absence.

To receive and record apologies for absence.

To consider any requests for approval of reasons for absence, if any.

Members are also asked to complete and sign the circulated sheet.

6.Disclosure of Interests - to receive any disclosure by members of personal interest required under the Council’s Code of Conduct and to consider any written requests made by members for dispensation to allow them to participate in, and vote on, an agenda item for which they have a disclosable pecuniary interest. Members are reminded to repeat their declaration immediately prior to commencement of the item in question.

7.To consider and approve the signing by the Chairman of the attached minutes of the Council meeting of 12th May 2014.

Matters Requiring a Decision by the Council

8.Financial Matters

  1. Receipts and payments report for May 2014. Enclosed.
  2. To approve items for payment for June 2014. A list of payments will be tabled.

c.Retrospective approval is sought to reimburse the D/Clerk expenditure of £129.97 for urgent computer repairs. To be funded from 1215 Office Expenses.

9.RyeBay Football Club. Email attached. The Clubseeks permission for Amicus Horizon to hold a series of DIY SOS training sessions in the sports pavilion in Harbour Field for unemployed and low waged adults. After the taster session on 3rd June (which Council is aware of), 10 sessions from 10.00-2.00 over 5 weeks are scheduled between 17th June and 16th July. Recommended: Grant permission.

10.Stagecoach Tracking. Report attached outlining the scheme to provide real time information to bus passengers in RyeHarbour. Council’s support is requested. Recommended: that approval is given to the scheme and Council gives consideration to providing financial support when costs are clarified.

11.RyeHarbour Public Conveniences. Local residents and business owners in RyeHarbour have reported to Councillor Bronsdon that the conveniences were closed for 3 days over the bank holiday weekend, a time when there were many visitors to the village. Cllr. Bronsdon has been asked to find out why this happened and how it can be prevented in the future. Recommended: Council to request clarification from Rother District Council.

12.Request for more litter bins in Sea Road, WinchelseaBeach. Letter attached for consideration.

13.Grant Application. Application attached from Rye & District Community Transport towards their Dial-A-Ride service for those with mobility difficulties. As in previous years, provision for the grant has been made in the Council’s budget under 1225 Donations. Recommended: Approval of grant.

14.Pedestrian access in Winchelsea. Letter attached from concerned resident for Council’s consideration. Recommended: Council to authorise the Deputy Clerk to take the issues identified forward to the relevant statutory body.

15.Review of Financial Regulation. Report enclosed. NALC’s new model financial regulations have been circulated electronically. Members are asked to comment and to consider the recommendations in the report. Please bring a copy of the financial regulations to the meeting for reference.

16.Small children’s play area, Jubilee Field, Winchelsea. At the May meeting, the Deputy Clerk was asked to investigate a proposal to secure the site. Verbal update will be given.

17.Staff Matters, Recruitment of Clerk – to be taken under Standing Order 11a Confidential Information.

18.Contractual Matters, RyeHarbour Allotments – to be taken under Standing Order 11a Confidential Information.

Matters for Information or Noting

20.Broken street lantern, corner of Friars Road, Winchelsea. To note that payment to UK Power Networks has been made (Min 14/106). Once they have completed their cabling work, the Council’s maintenance contractor can finalise the repair.

21.Programme of Works for May. Updated list attached. Council is asked to note progress.

22.Report back from Planning Committee. Minutes of 27th May 2014 attached for information.

23.Correspondence.

a)Letter from Winchelsea PCC thanking Council for the grant towards renovating the church clock.

b)Briefing from ESCC on the e-Sussex Broadband Programme.

c)Letter from RDC confirming approval of the recent application for Winchelsea Farm Shop to be added to the Register of Community Assets.
