Education Committee Meeting Minutes

July 17th, 2014

Call to Order and Roll Call

The meeting was called to order by Frank Ugenti at 3:30 p.m. Those present at this meeting included:

The first order of business was to approve the June 19th, 2014 minutes. Jeff Nolan made a motion to approve the minutes. Frank Ugenti seconded the motion. The motion carried.

The next item the committee considered was the approval of the two new classes under III. on the agenda. Frank Ugenti made a motion to approve both of these classes. Jeff Nolan seconded the motion. The motion carried.

Frank Ugenti then made a motion to approve all of the education that was listed under IV (see attached agenda). Jeff Nolan seconded the motion. The motion carried.

The last item on the agenda was to discuss the possible disbandment of the Education Committee. Discussion included questions about the possible legal problems, and Debra Rudd relayed to the members that this had been researched and there was nothing in statute or rules that required a separate education committee. However, the statute did require classes to be approved by the Board. Frank Ugenti made a motion to refer this matter to the full board. Jeff Nolan stated his objection to this motion. Debra Rudd reported the desire of the Chairman to have the committee propose a recommended method of handling education before referring the matter to the full board, to alleviate taking the board’s time without a plan in place to go forward. Frank Ugenti then withdrew his motion. The committee then discussed options of how to implement the disbandment, and not create a burden to the Board members. Frank asked if the staff could handle the additional work that this might create, and Debra Rudd assured him that it could. She thought with the two or three new courses per month that were not AQB approved already or renewals of courses already reviewed, the appraisers now on staff and Cheryl’s attention to detail shown in the administrative side, this could be handled in a manner that would alleviate the need for the committee. Frank stated he felt this would save the Board approximately $1,800 per year. He then made a motion to recommend to the full board the disbandment of the committee, delegating all new and non-AQB courses to be reviewed by staff appraisers. Staff will bring to the attention of the Board any concerns they discover with the course content and refer those classes that are administratively complete, renewal courses with no changes, and AQB approved courses by consent agenda for the Board to approve. Jeff Nolan seconded the motion. The motion carried.

There being no further business, the meeting adjourned at 3:55 p.m.
