PUBLIC WORKS BID SCHEDULE “F” – 2016
The City of Janesville, Wisconsin hereby gives notice that it will receive sealed bids for the following listed Public Work:
C2016-18 Sewer Lining & Point Repairs – For furnishing all the labor, materials, equipment, and doing all the work necessary for the trenchless lining repair (cured-in-place lining method) and selective point joint grouting of approximately 24,000 L.F. 8”-12” diameter sanitary and storm sewer, manhole-to-manhole; and approximately five 8”-21” diameter point repairs of varying lengths under existing paved streets. Portable hard drive video of the pipe to be lined will be forwarded only to general contractors. [Quest Project #4661682]
C2016-19 City Hall Elevator Modernization – For furnishing all the labor, materials, equipment, and doing all the work necessary for elevator modernization of the two (2) existing 5-stop electric passenger elevators. Work on the elevators includes traction machines, operation and motion control, door operator equipment, hoistway door panels, signal fixtures, and car enclosure renovations. Work also includes, but is not limited to, replacement of the elevator pit sump pump; replacement of existing lighting at the basement landing; electrical feeder run from the basement to penthouse for existing HVAC panel; installation of wall access panels on three (3) floor levels; power to elevator control panel; phone line connection to elevator control panel; power and lighting replacement in the elevator pit and elevator equipment room; partial fire alarm system solely serving the elevators; replacement of elevator equipment room and penthouse roof access doors, frames, hardware; metal stud framed, rubber membrane covered insulated access enclosure above the mechanical chase on the roof with interior floor; removal of existing HVAC exhaust fan and intake louver and split system A/C unit in the elevator equipment room; and coordination with Owner’s Access Control contractor for equipment installation. C2016-20 Parking Plaza Demolition – For furnishing all labor, materials, equipment, and compliance with specific terms and conditions set forth by federal and state agencies providing grant assistance for this project, and doing all the work necessary for demolition of the public parking deck over the Rock River including removal of approximately 9,200 square yards of parking deck consisting of a post-tensioned concrete deck over precast double tee girders; 1,200 linear feet of reinforced concrete pile cap; sawing and removal of 160 reinforced concrete filled steel pipe piles from the river bed; 50 linear feet of new concrete parapet rail; 900 linear feet of pavement marking removal; 2,150 linear feet of new pavement marking; 4,500 square feet of surface coating removal and resealing of existing parapet railing on the East Court Street Bridge (B-53-191); and miscellaneous and incidental construction.
This public works project is funded in part by the Wisconsin Department of Administration, Division of Energy, Housing & Community Resources, through the Community Development Block Grant-Disaster Recovery-IKE Program and the Wisconsin Department of Natural Resources, Municipal Flood Control Grant Program under terms and conditions of separate agreements with the city of Janesville. Said terms and conditions are applicable to the contractor awarded this public works contract and include conditions of employment and requirements of federal prevailing wage rates, Segregated Facilities, Section 3 of the HUD Act of 1968, Section 109 and Equal Opportunity. Sealed bids will be received until 2:00 P.M. LOCAL TIME ON WEDNESDAY, THE 5TH DAY OF OCTOBER, 2016. All bids shall be addressed to the City Clerk’s Office, City of Janesville City Hall, 18 North Jackson Street, P.O. Box 5005, Janesville, Wisconsin, 53547-5005, and enclosed in a SEALED ENVELOPE, marked with the name and address of the bidder and contract title for which the bid is being submitted. All bidders shall bid in accordance with, and shall bid upon, the bid forms included in the Contract Documents. Bids will be opened in the Council Chambers at 2:01 P.M. on the same date. The above Public Work will be let to the lowest responsible bidder and must be performed in accordance with the plans, specifications, and contracts on file with the City Clerk.
No bid will be read or considered unless accompanied by a certified check equal to 10 percent of the bid or a bid bond in equal amount, payable to the City as guaranty that if the bid is accepted, the bidder will execute and file the proper contract and performance bond within ten days from the date the lowest responsible bidder's bid is accepted. In case the bidder fails to execute such contract and performance bond within the time set by the City, the check or bid bond shall be forfeited to the City as liquidated damages.

The wage scales to be paid on these projects are included in the Contract Documents, as well as on file in the City Clerk’s Office, and all work is subject to Section 66.293 of Wisconsin’s Statutes.
PROOF OF RESPONSIBILITY forms in accordance with Section 66.0901(2) Wisconsin Statutes must be filed in the Engineering Division Office not later than 12:00 NOON, WEDNESDAY, SEPTEMBER 21, 2016. Forms are located in the Contract Documents and also available at www.ci.janesville.wi.us (under Government, Departments, Public Works, Engineering, on the left sidebar “Public Works Bid Information”). Forms shall show sufficient financial ability, equipment, and experience to perform the Contract. The City’s decision regarding qualifications shall be final.
Said work shall be commenced by, and shall be entirely completed by, the dates set in the proposal for the specific work.
The determination of the lowest responsible and best bid will be decided by the City Engineer, subject to review by the City Council. The Council reserves the right to reject any and all bids.
No bidder may withdraw his bid within 60 days after the actual date of the bid opening.
