POLICY 01/14 COMPLAINTS BY THE PUBLIC

The Council of the Town Of Craik in the Province of Saskatchewan approves the following policy for Complaints/Concerns by the Public:

  1. In this policy,
  2. “Administrator” means the Administrator of the municipality;
  3. “Council” means the Council of the municipality; and
  4. “Municipality” means the Town of Craik.
  1. A person or group of persons who believe that they have a legitimate complaint/concern to bring forward to Council should do so by either:

a) writing and signing a letter of complaint/concern or completing a Form A (available at the Town office) and submit the letter/form in person or by mail to the Town Administrator at the Town Office. To ensure that the letter/form be added to the agenda of the next regular Council meeting, it must be received at the Town Office no later than two (2) days prior to the Council meeting, or;

b) attend in person, the next regular Council meeting by contacting the Town Administrator no later than two (2) days prior to the Council meeting to be placed on the meeting agenda. A written and signed letter of complaint/issue or a Form A is required and must be received at the Town Office no later than two (2) days prior to the Council meeting;

The individual and/or delegation will be given time on the agenda (approximately fifteen (15) minutes) to present the detailed complaint/concern as provided to the Administrator – only the described issue will be discussed.

FYI-The agenda will contain the name of the person or group addressing Council, the delegation's topic and an estimated time to hear them. Scheduling delegations near the beginning of the meeting minimizes waiting time for those involved.

  1. The individual or delegation will be notified in a letter (following the Council meeting) from the administrator of Council’s response to and/or proposed course of action regarding the complaint.
  1. Members that choose to sit in the gallery will remain quiet at all times unless they are the delegate that is speaking to Council addressed by the Mayor. Any negative comments or sounds by that person or the gallery will be warned by the Mayor. Any further negative comment(s) or any sound and that person(s) will be asked to leave the building.
  1. If at anytime a person is asked to leave the building and they choose not to, immediate calling of the RCMP will be done by any member of Council. The meeting will be placed on hold until the person(s) has left the building.
  1. Use of any electronic device (ie-cell phones/recorders) is prohibited during the Council meeting. Visitors will be asked to shut off their electronic device, any person(s) failing to do so will be asked to leave the building.
  1. Meetings will proceed no longer than 12:00 a.m.- at this point a special meeting will be called to continue the business at another time.

Verbal complaints to the Council and/or the Town Administrator will not be acted on and verbal abuse to any member of Council and/or any employees of the municipality will not be tolerated and could result in legal action.
