MINUTES OF RUFFORTH WITH KNAPTON PARISH COUNCIL MEETING

HELD ON MONDAY 1st NOVEMBER 2010

171 DECLARATIONS OF INTEREST: None

172 MINUTES OF PREVIOUS MEETING:

Minutes of the Parish Council meeting held on 4th October 2010 were proposed as a true record by AP, seconded by DH, agreed and signed.

173 YORK CARERS CENTRE:

Sarah Fitsell gave a brief talk on the work of York carers centre and took questions. Sarah is an information officer and the centre is based at Priory Street and supports unpaid carers. Support is given to Young Carers, Young Adult Carers and Adult Carers. All services are free. Carers have an emergency card so that if anything happens to them the person being cared for will be looked after. The centre is about to launch a discount card for carers also. There is a full time benefits support officer at the centre. The Clerk will put up posters and the Parish Council will put an item in the next newsletter to help advertise the centre.

174 WARD COUNCILLOR’S COMMENTS:

The fencing around Rufforth Pond will be done before 31st March and Gary Thompson will let us know when it is about to be done.

BH recommended that the Parish Council go to the Ombudsman re: Rufforth Tip enforcement as there had been no reply from CYC.

Yorwaste will be doing a presentation in the Village Hall on 20th November from 10am – 12 noon. Yorwaste will be putting out a flier and it will be advertised in the Council newsletter.

The Clerk will email Rachel Stewart as the signpost at the junction of Bradley Lane/Askham Richard/Angram is missing the sign for Rufforth.

The Parish Council will follow up the large caravan on the Playing Fields with Dave Preston and suggested that Stuart Broadley did also.

The Gyrocopter Operator has approached the Gliding Club to move their operation to the Gliding Club. Concerns were raised as it would be very noisy for villagers and there was concern for public safety on the Public Right of Way. The Clerk will write to the Gliding Club objecting to this proposal before the next meeting of the Gliding Club on 21st November.

175 CLERK’S REPORT:

Rachel had ordered daffodils for around the Village Signs.

The Clerk is to follow up on the hedge around Algarth with the owners.

North Yorkshire Police no longer use the airfield for training exercises.

“The Good Councillor’s Guide” is no longer available in print but the Clerk will email councillors with the web site

There had been replies from the PROWO and Craig Delorenzo from CYC following our complaints re. the Volvo rally.

The Clerk had received complaints regarding a DHL van parking on the footpath outside 2 The Terrace and was instructed to write to the residents of number 2.

The Clerk is also to write to CYC to see if it is possible to get a “No Overnight Parking” sign for Southfield Lane.

176 PLANNING:

The Parish Council are objecting to the application for an agricultural building on Oakwood Farm.

Amendments have been received to the 2007 application from Yorwaste for the three compost pads. Councillors are in the process of looking at this application.

177 FINANCE:

The Clerk produced a monthly financial report, a copy of which is in the minute file.

Invoices for payment: It was agreed to pay the following: £145 to David Bush for grass cutting, £40 to the Land Registry for the Parish Garden and £519.94 to Baron Landscape Contractors Ltd for work done to Knapton Green

Receipts: £2.67 Bank Interest

Bank Balances - £18.269.38 Funds Available - £3,471.31

The Clerk is to check that the PO invoice has been paid for 2010/2011

178 PARISH GARDEN LAND REGISTRY:

It was agreed to pay the Land Registry fee of £40 for the registry of the Parish Garden.

The Clerk will look for the minutes referring to Parish Council work to the Parish Garden prior to 2001.

The Burial Ground is now registered to the Parish Council with the Land Registry.

179 HAREWOOD WHIN:

TH proposed that the Parish Council write to the Ombudsman and this was agreed by all. TH will draft the letter.

180 KNAPTON PROJECTS:

Rachel Stewart is to look into who owns various plots of land in Knapton that may be suitable for allotments.

Mole traps are down on Knapton Green and RS and AP planted bulbs on Bland Lane.

The entrance gate to the Recreational Ground is not looking good.

AP has talked to Rachel Stewart about a sign from the road.

181 CORRESPONDENCE:

HOTSPOTS – RS went to the training session and said that the idea behind Hotspots is to identify those needing help with keeping their home warm in winter/identifying fire risks/ needing advice on benefits etc. If anyone knows of anyone in need they can be referred to Chloe on 0800 512012

182 REPRESENTATIVES’ REPORTS:

Burial Ground – HB has had a rethink on hand held chip detectors. It was decided to have a sub committee meeting to discuss this issue to bring back to the next meeting for a decision.

The Clerk is to ask Mr Bush to prune the shrubs and cut the hedges around the Burial Ground and the sleeper area on Southfield Lane.

CYC have cut the nettles and weeds under the willow trees on Southfield Lane.

HB felt it would be a good idea to see if various groups within the village would like to contribute to the newsletter.

HB will get more information on the mini farmers’ type market at Hovingham for the next agenda

Archiving: on hold until MCE returns.

Ward Committee: the last meeting was poorly attended by anyone other than Parish Councillors

183 COMMUNICATIONS:

Newsletter: TH will put this together by the end of this week

Web site: Minutes and agendas are on and up to date. When MCE returns it is hoped he may be able to try and brighten it up.

184 MINOR MATTERS AND ITEMS FOR THE NEXT AGENDA:

TFL insignia in crocuses is going up at school.

The Clerk will do a draft budget for next year and get grass cutting quotes. Grass cutting to be as for last year plus 6 strims around the two new village signs.

185 DATE OF NEXT MEETING: The next meeting will be on Monday 6th December 2010 at 7.30pm in Rufforth Village Hall

TH thanked all those for attending and closed the meeting at 9.25 pm.

186 PUBLIC COMMENTS:

There is more land being levelled at the back of the microlight club – this needed to be kept an eye on.

Colin Valentine felt a farmers market may go better at the Playing Fields as there was more room.

Bob McLean said that Durham and West Riding Police used the airfield at times but that they were always very careful and aware of risks.
