Preparedness for the event

1.Network

City Power started a comprehensive study to fully understand the impact of additional loading on all the affected areas. All the affected networks were modeled on the Powerfactory (Dig silent) software. City Power’s task is to make the additional power requirements available and to maintain the integrity of supply to critical supply points for the entire duration of the event.

City Power then undertook the following major projects to ensure compliance with the HostCity agreement. The projects were divided into two:-

  1. Upgrading
  2. Building

Delta 275/88kV substation was upgraded from 500MVA to 750MVA load. Siemert Road 88/11kV substation was upgraded by installing an additional 45MVA transformer, switchgear and 88kV bus bar installed to supply Ellis Park Stadium with FortSubstation providing a back up supply N-1. Installing a second 185mm² copper cable from City Power board to Ellis Park intake board to mitigate the risk of one cable feeding the Ellis Park Stadium. Crown 132/11kV substation was built and commissioned to provide the primary source of power to Soccer City Stadium with Robertsham substation providing a backup supply N-1.

City Power also provided power supplies and lighting to all Training venues,Fan Parks, PVA’s, Park & ride, Park & Walk venues and Fan Walk Mile. City Power improved the lighting at the Football for Hope facility, Joburg Theatre, Museum Africa and all the main routes leading to all 2010 SWC venues.

Backup generators were also provided to other important venues such as Training venues, IBC buildings, Media Centre, JCC, FanPark and PVA’s. All other venues such as Hotels, Hospital/Clinics, Police Stations, Malls/Shopping centers and Place of interest (Vilakazi Street in Soweto) were inspected to ensure adequate quality of Supply. All the FIFA approved Hotels and Hospitals were visited to ensure they had backup generators as FIFA agreement. The execution of all the projects were finished before the 2010 SWC kick off day 11 June 2010. City Power developed an Operational Plan to ensure the better and quick operation of the network during the event by standby resources.

2.Standby Staff

City Power developed an Operational Plan to ensure the provision of resources and rapid response teams during the match days as from 11 June until 11 July 2010. Rapid Response teams were deployed in both Stadia, JCC, all VOC’s, Major S/S’s, 2 X Fan Parks and 11 X PVA’s, main routes for Public Lighting and Robot system, Park and Ride/Park and Walk and Fun Walk Mile. Other resources were on stand to attend to outages elsewhere within the City of Johannesburg (COJ).

The total number of resources on standby during 2010 SWC was as follows:-

  • Venue Specific = 130
  • Other standby = 735

3.Communication Tetra System Radio

Tetra communication system radio was the mode of communication during 2010 SWC event. The Tetra radio system was fully commissioned for the 2010 SWC as promised to the COJ. This radio system was successfully used by the following MOE’s using their own communication channels:-

  • City Power - 280 Hand Set
  • EMS - 235 Hand Set
  • JRA - 39 Hand Set
  • JMPD - 500 Hand Set

The Total -1054Hand Set

4.Security and Risks Control

The City Power Risk Control department develop the Risk Control Strategy and was successfully implemented during 2010 SWC event.

5.Summary of Supply Availability

  • All the projects were planned, executed and commissioned on time.
  • The entire new networks were handed over to operations maintenance to ensure the continuity of supply.
  • There were no loss of supply to any of the two stadia, JCC, two Fan Parks, Park and Ride/Park and Walk and Fun Walk Mile and other venues.

In conclusion City Power network performed above expectations and provided the highest quality and reliable supply to all the main venues and the entire COJ during the 2010 SWC event.

6.Treatments of Risks

  • Theft and Vandalism.Developed the Risk Control Strategy. Deploy security personnel on critical areas and conduct security community awareness campaigns.
  • Inadequate capital budget for additional network. City Power requested addition by from 2010 office for new network late requirements. We received the budget some before 2010 SWC and some after.
  • Load Shedding. City Power and Eskom formulate a Load Shedding plan for 2010 SWC. The schedule excludes the critical areas during the match days.
  • Availability of critical spares. City Power talks to suppliers to keep those critical spares and secondly City Power talks to Eskom to assist each other for any critical spares if required during 2010 SWC.

7.Highlights

  • No outage on the primary network during 2010 SWC at both (SoccerCity and Ellis Park stadiums and surrounding areas).
  • Operational Plan was successfully implemented and executed as planned.
  • Tetra Radio system was successfully implemented as planned.
  • All response teams e.g. employees and vehicles were deployed at all critical areas and in time, according to the Operational Plan.
  • Good understanding and high professionalism displayed between City Power and Eskom officials.
  • Good support and commitment from top management to employees of City Power.
  • Knowledge of the understanding of the networks by the Operational Staff.
  • Dedication and commitment of staff in general.
  • Experience gained by all staff.

8.Lowlights

  • Accreditation was still an issue especially after the formal handover to FIFA.
  • Tetra radio system not covering some isolated areas due to poor signal.
  • The late operational changes from Generator to Grid mains at Ellis Park without advising City Power
  • Minor interruption at Ellis Park on the evening of the 15th June 2010 which affected only the hospitality.
  • Under utilization of addition installed infrastructure due to over estimation of power requirements by the LOC.

9.Key Lessons Learnt

  • City Power has the ability to support an event of this magnitude.
  • The importance of having a dedicated radio system (Tetra) rather than relying on cellular communication networks.
  • Team work and training is critical in hosting such an event.
  • Provision must always be made to accommodate any unforeseen eventuality at the last minute.
  • Our electrical network stability is not ideal and can be improved.
  • Interaction and sharing matters of common interest with Eskom and other HostCities was key to our success.

10.Legacy

Strengthening and upgrade City Power networks for 2010 SWC and beyond.

  • Delta S/S by installing 250 MW TRFR.
  • Siemert Road S/S installing 40 MVA TRFR, new switches gear, and strengthening 88kV lines.
  • Installing second cable to Ellis Park Stadium.

Building 132/11kV Crown S/S feeding Soccer City Stadium.

Upgrade City Power Public Lighting and installing lighting from, Park and Ride/Walk, Fun Walk Mile and Fan Parks,PVA’s for COJ during 2010 SWC.
