Job Purpose

Work closely with the Board to drive the strategic direction, infrastructure and cultural tone of the company. Lead, shape and develop NE Garden Communities Ltd working closely with stakeholders, Government agencies and local communities to achieve significant defined outcomes.

Key Accountabilities:

1.  Create a robust business plan which reflects and ensures implementation, outputs and budget.

2.  Ensure the Local Delivery Vehicles are fit for purpose.

3.  Identify the necessary funding to support the project, and secure it at the appropriate project stage

4.  Influence and persuade Government and all key stakeholders of the scale and ambition of the North Essex Garden Communities project and secure their active engagement and support.

Key Activities:

·  Set and lead the strategy and infrastructure for the business to deliver the vision set by the NEGC Board.

·  Represent the business and support Board members.

·  Ensure a strong relationship with the key stakeholder groups working closely with the Board and Steering Group to ensure timely advice and updates.

·  Liaise, communicate and promote garden communities to local residents

·  Lead and manage the start-up of the company ensuring engagement with the key stakeholders and core business approaches are in place.

·  Track and monitor the level of influence and power of all key stakeholders using this information to engage and manage effectively. Proactively recognise and understand the different stakeholder agendas and priorities and develop plans to address and service them.

·  Define, develop, communicate and oversee the implementation of the business strategy.

·  Collaborate with and foster synergies between the four local authorities to the benefit of customers, profit and legacy.

·  Lead, develop and manage the agile and flexible resources (finance and people) to ensure that the company has the capabilities to deliver against its plans.

·  Operate commercially in the market place, explore and develop funding options for agreement by the Board.

·  Lobby, negotiate with and influence government agencies and key stakeholders.

·  Ensure legal, regulatory and governance standards and practices are adhered to throughout the business.

·  Ensure commercial and financial viability of the business, maximising opportunities and mitigating risks.

·  Lead innovation and transformation of public services to become a national exemplar.

·  Develop best practice methodologies taking into account national and international garden communities/place shaping practice.

Person Specification:

·  Outward looking perspective and strong advocacy skills

·  Experience of community based shaping recognising soft and hard skills.

·  Proven high level leadership experience.

·  Good mix of commercial and political nous.

·  Strategic thinker with the ability to deliver and roll sleeves up.

·  Influencing and negotiating skills with the ability to adapt personal style and approach for a range of stakeholders.

·  Persuade, convince, negotiate and influence others towards achieving the best outcomes in the interests of NEGC Ltd.

·  Communication skills with local communities

·  Problem solving skills with the ability to make sound and rational judgments based on evidence, creating solutions that are sustainable and future focused.
