Monroe #1 BOCES Office of School Improvement (540.7211)

The purpose of this service is to provide support to instructional staff to improve the culture, environment, process, resources and practices of schools and classrooms. Professional learning can occur in multiple formats. As such the service itself is designed to be flexible within the confines of CoSer guidelines and with the model of effective practice.

Guidance: Guidance for this service is provided through the advisory committee made up of the Assistant Superintendent for Instruction (or equivalent role) in each district, the Assistant Superintendent for Instruction of Monroe #1 BOCES, and the Director of MAARS. Each year a list of areas for focus is identified. This list becomes the tool for guiding the work that the OSI conducts.

Service Deliverables

Awareness, advisement, and technical assistance support: At the most general level of the service, the OSI remains current on the information, trends, and initiatives from Albany and specific curricular fields. The team is available to provide this information to district leadership through webinars, at appropriate regional meetings, or as part of planning sessions within individual districts.

The following areas will provide monthly updates which will be posted on our website and made available at the ASI meeting for discussion.

In-district days provided by Instructional Specialists: For the 2014-15 school year, ten (10) days will be provided to each component school district by the Professional Learning Team. These days will be scheduled through the Office of School Improvement based on specific event deliverables. Additional items of note:

·  Normal prep time will not be included as part of the days of delivery.

·  Scheduled dates will be on a first-come, first served basis.

·  Conference days and other high-demand days must be shared between two or more districts.

·  No more than four (4) days may be split into ½ days.

·  Scheduling for the following year will begin in May of the previous year.

Regional Professional Development Offerings: Based on the approved activities and the guidance of the advisory committee, professional development offerings will be created and hosted at BOCES or within a school district and open to all component school districts. OSI staff or consultants may provide these offerings.

These workshops may have a participant fee. Component districts will have pricing models not available to the larger region (e.g. scaled pricing or group pricing).

Different formats for these offerings may be offered, including video conferencing, webinars, online courses or blended sessions.

Leadership Group Facilitation: Content-specific leadership groups will be facilitated by members of the Professional Learning Team. These meetings are for those responsible to that specific curricular or content area at the district level. Content groups for the 2014-15 school year will include: Literacy, Math, Physical Education/Health, LOTE, Social Studies, Science, Professional Development, and Instructional technology integration (as part of Model Schools). In addition, one slot for each of the Principal forums from Monroe 2 will be covered as part of participation in Office of School Improvement.

Regional Curriculum or Assessment Projects: Instructional projects that benefit from regional work will be identified by the ASI group. These projects will be coordinated and run by the Office of School Improvement staff. There will be no cost for OSI staff time to run these projects for component school districts. Three major projects will be conducted each year (unless it is determined that additional projects can be managed by the department). The LOTE, Checkpoint B regional assessment development is one such project.

Shared Services: Districts may conduct additional professional learning opportunities that are solely for their district as a ‘spin-off’ of one of the regional offerings and in alignment with the approved activities. There is a limit to the number of days such a spin-off may take. The district must submit the spin-off activity to the Director of School Improvement for approval. If approved, districts may receive support and aid on substitute reimbursements, teacher stipends, consultants, and resources used as part of the offering.

Network Team Lead: Districts may request BOCES to provide a variety of support in reaching their goals and requirements related to Race to the Top (RTTT) and the Regents Reform Agenda. Support provided in this service includes: Coordination of the Regents Reform Agenda, development of guiding documents based on resources provided by State Education Department, provide evidence-based observations of practice training for up to 10 supervisors of teachers and 3 supervisors of principals, which align with the content for training from State Education Department, provide support through presentations, documents and expertise for the other APPR portions of the requirements as requested, provide consultation and support for submission of the APPR Plan through the Review Room, and Common Core training in both ELA and Math around awareness, curriculum writing, unit writing and planning up to 15 days.

Additional Customized Professional Learning: Districts may identify a specific area of need that is best served through a district-only offering. OSI staff may provide this support in the individual school district. Potential support that staff could provide:

Districts pay an additional charge of $625 per day (2014-15 school year)

School Improvement Projects: Districts may need support on a more comprehensive scale. In this situation, the Director of School Improvement and district leadership meet to identify the project and the support needed. The Office of School Improvement will then identify and coordinate the appropriate staff, consultant, or material resources appropriate. Such projects have included: Curriculum Audit, Literacy Framework Development, and Curriculum Review and Writing. Charge is determined per project.

Shared Staff: A district may want year-long, consistent support around a specific area or within a specific location. Districts may request a shared instructional specialist or coach. This individual is then assigned for up to .6 of her/his time to the district for that year. See additional information for shared instructional staff
