Class III Bulk Fuel Checklist

For specific percentages and numbers, the user should apply the appropriate numbers; such as 70%, 80%, 90%, 99%, etc.
For periodic terms, such as “weekly,” the user should apply the appropriate period, such as daily, weekly, biweekly, monthly, annually, etc.
Quality Assurance

- Verify that the contractor is performing QA/QC checks IAW the contractor’s quality plan and schedule for this service.
Class III Bulk (B) Fuel Storage and Distribution
- Does the contractor establish, operate, and maintain a Class III (B)( supply point and distribute fuel IAW the appropriate requirements?
- Has the government furnished:

- Does the contractor meet the requirements set forth in military service-specific quality guidance, DoD 4140.25-M, Vol. 1, 2, and 3, DoD Management of Bulk Petroleum Products, Natural Gas and Coal, Fuels Manager Defense (FMD) Business System Modernization – Energy (BSM-E) Interim Guidance, applicable BSM-E Application Guidance, and MIL STD 3004A, Quality Surveillance for Fuels, Lubricants, and Related Products?

- Does the contractor prepare all documentation and systematically process related transactions IAW information and instructions provided herein, DoD 4140.25M, BSM-E formally known as Fuels Automated System (FAS) Interim guidance and applicable BSM-E application guidance? (Verify documentation)
- Does the contractor follow the rules, regulation, and guidance outlined in Defense Energy Support Center (DESC I-11), DESC I-7?
- In the event of a conflict or dispute, does the contractor request clarification or interpretation from the ACO?
- Does the contractor provide services to receive, store, account for, and issue Government-furnished fuel IAW the requirements?
- Does the contractor prepare accountability reports on the appropriate form and electronic spreadsheets provided by the Government?
- Does the contractor use the Government-provided accountability system as determined by the Defense Energy Supply Center (DESC)?
- Does the contractor submit the accountability reports and documents to the designated Accountable Officer?
- Does the contractor maintain the facilities and grounds, including the Government-furnished fuel bags, liners, and surrounding berms?
- Does the contractor remove accumulated surface water and ice to ensure continuous uninterrupted fuel availability and operation? (Verify process)

- Does the contractor provide, operate, and maintain a fuel laboratory to perform B1 testing on ground and aviation fuels as required?
- Does the contractor perform the following tests: American Petroleum Institute Gravity Test, Electrical Conductivity Test, Flashpoint Test, Fuel System Icing Inhibitor Test, and Millipore Test IAW the requirements?
- Verify that the contractor operator is fuel lab certified
- Does the contractor collect and submit B1 samples for validation of certifications in 12-month periods?
- Verify that the contractor has established and maintained a fuel quality surveillance program for the operation of ground vehicles.
- Has the contractor developed, established, and coordinated a spill plan IAW DoD 4715.05-G, OEBGD?
- Has the contractor performed a QASP IAW MIL-STD 3004A and DoD 4140.25M, Vol. II, Chapters 3 and 7, to ensure fuel quality?
- Does the contractor conduct daily visual inspections, API gravity tests, and water tests using Aqua-Glo test kits? (Validate/verify process)
- Does the contractor review test results and make recommendations on fuel quality?
- Does the contractor ensure secondary containment for fuel storage and/or any equipment that has fuel tanks; e.g., Power Generation equipment?
- Does the contractor operate and maintain a FARP IAW the requirements and unit SOP?
