Evaluation and Recommendation for supply of GSM Network
Telecom Niue needs to replace its obsolete analogue mobile telephone system with an up to date digital mobile system. The new mobile system will provide services not currently available. These include pre-pay services, using SIM cards, text messages services and voice mail, with roaming being one of the other value added services considered for future. The new mobile network is required to be operational before the Pacific Islands Forum Head of Government meeting in October 2007.
In response to a request, four tenders to provide the new mobile system have been received along with some expressions of interest.
Request for Proposal
Telecom Niue requires expertise from suitably qualified consultant to assist in evaluating the tenders received and to make recommendations for the most appropriate and cost effective solution.
The initial requirement is:
a. Evaluate the tenders and provide a shortlist of 1 or 2 suppliers
b. Negotiate with the preferred supplier; develop a draft contract for approval and subsequent placement of order.
1. Subsequent to satisfactory completion of the initial phase the consultant may also be engaged to assist Telecom Niue to:
a. Monitor the implementation to ensure that it is provided in a timely and professional manner consistent with the contract
b. Assist in negotiation with external bodies to ensure the provision of services that may or may not be an element of the main suppliers contract
c. Assist in acceptance testing of the installation and confirmation that all the services are as required by Telecom Niue
d. Assist in tuning the back office processes, training for Telecom Niue staff to ensure that the system can be operated effectively from a technical, commercial and security perspective.
2. Proposals are invited for the initial phase:
a. To evaluate tenders and shortlist one or two contenders; and
b. Negotiate with the preferred tenderer(s) and develop an agreed draft contract for approval and subsequent placement of order
3. Proposals should also include the expertise and ability of the consultants to assist Telecom Niue with the implementation phases of the new system.
4. Proposals are required to be received by Telecom Niue no later than 30th September 2006.
