Districts & Regions TWG Update, July 2015

Meeting was held on 24/06/15

1.  Development of web-based PlanRep Health Micro, Meso and Macro

·  UCC have requested a 3 month no cost-extension from the government to complete the project, following a presentation of progress and challenges to the project board in Dodoma in early June

·  A major challenge is integration with other systems, particularly Epicor, which was developed by different consultants. PMO-RALG, as contract holder for the development of both systems, has been tasked with facilitating consultations with both software developers and seeking a solution.

·  While the design of web-based PlanRep is similar to PlanRep 3, CHMTs and RHMTs will need to be oriented again. Costs of orientation to and feedback from select CHMTs and RHMTs is included in project costs but there may be requests for further funding for orientation when the project is complete

2.  Districts

·  Assessment of 2015/16 CCHPs is almost final. Regions provided the initial assessment before forwarding to a central team. The number of councils passing on the first round increased from 33 to 86 as a result. However, 13 councils have yet to pass.

·  No analysis has been done on how much funding is being directed towards BRN initiatives in the LGAs – the Chair has suggested that responsibility lies with the BRN team and not the TWG

·  Summary and Analysis of Implementation of 2013/14 CCHPs report has been finalised and shared.

3.  Regions

·  Summary of RHMT planning 2015/16 has been shared. There were delays and confusion over the budget ceilings being communicated by PMO-RALG and the RAS and these were resolved. However, the allocations provided for the HBF do not match the allocations that were proposed and the regional coordinator is following up on this.

·  There is a large variance in the availability of funding to RHMTs across regions, largely due to a focus by donors and international organisations on specific regions. MoHSW have requested a mapping of where donors and large international organisations are channelling funds.

4.  Hospital Reforms

·  The new Assistant Director, Public Private Health Facilities, Dr Dorothy Gwajima, (former RMO Singida) has succeeded in gaining significant improvement in the submission of CHOPs in a short period of time. 10 additional CHOPs for RRHs for 2014/15 were received, bringing the total to 17 for the year, and already 12/23 have been received for 2015/16.

·  In June, the MoHSW & KOFIH signed 3 years agreement on capacity building for Planned Preventive Maintenance

5.  Informing CHMTs & RHMTs about changes to the health basket Fund

·  There will be a session at the RMO/DMO conference (due to be held in July/August) on the new model for the Health Basket Fund.

·  When all documents are finalised, they will be shared with LGAs and RAS (for CHMTs, RHMTs, DEDs and RAS) with a circular on the changes.
