CLASS TITLE:INSPECTION SPECIALIST

ALLOCATION FACTOR(S)

This is inspection work enforcing state elevator safety codes; enforcing safety, mechanical, electrical, and general maintenance inspections of amusement devices, rides, or attractions; performing inspections of new building construction, associated facilities and building systems and enforcing compliance with state building and life safety codes in the general construction, electrical, plumbing, and mechanical systems disciplines for the Division of Building Construction; or performing maintenance inspections of heating, air conditioning, sewer treatment, power generating and water treatment systems in state owned buildings or institutions to insure that preventive maintenance procedures recommended in factory manuals are adhered to.

EXAMPLES OF WORK PERFORMED:

  • Inspects and approves new lifting and lowering apparatus immediately after installations.
  • Prepares condition reports on all equipment inspected; approves or disapproves issuance of licenses for initial or continued operation.
  • Posts discontinue notices when apparatus does not meet existing standards.
  • Conducts periodic safety, mechanical, electrical, and preventive maintenance inspections of amusement devices, rides, or attractions located at all permitted fairs and expositions.
  • Performs follow-up inspections to ensure discrepancies are corrected.
  • Evaluates operating personnel as to their knowledge and performance as well as the equipment under their control.
  • Reviews all insurance claims, inspection reports and accident reports.
  • Conducts inspections to document the correction of deficiencies in insurance reports in order to reduce claims and premium rates on insured equipment.
  • Conducts periodic maintenance inspections of mechanical and electrical equipment located in the state owned buildings and institutions to ensure preventive maintenance procedures are adhered to.
  • Prepares maintenance information for input into the Electronic Data Processing Inspection System.
  • Develops and coordinates a continuing training program for equipment operators and maintenance personnel or for county and city inspection personnel.
  • Inspects new building construction and building systems and enforces compliance with building and life safety codes in accordance with Chapter 553, Florida Statutes.
  • Writes code violation reports citing the special code section involved.
  • Issues Stop Work Orders.
  • Explains code violations to contractors.
  • Certifies that buildings are acceptable for occupancy.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the principles and techniques of effective communication.
  • Knowledge of the techniques, procedures and equipment used in one of the following: electrical, mechanical, or plumbing repair and maintenance; building maintenance and repair; elevator construction, installation or inspection; or in the construction, installation, inspection, maintenance or repair of amusement devices, rides, or attractions.
  • Ability to conduct electrical, mechanical, plumbing, building, elevator, or structural inspections to ensure compliance with applicable safety codes.
  • Ability to collect, review, and verify data relating to electrical, mechanical, plumbing, building, elevator, or structural inspections.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to electrical, mechanical, plumbing, building, elevator, or structural inspections.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to work independently.
  • Ability to deal with the public in a tactful and courteous manner.

MINIMUM QUALIFICATIONS

  • A high school diploma or its equivalent and four years of experience in electrical, plumbing, or mechanical inspection, building maintenance and repair, or in the construction, installation, inspection, maintenance or repair of mechanical or amusement devices, rides, or attractions.
  • College education from an accredited institution or vocational/technical training can substitute at the rate of 30 semester, 45 quarter or 720 classroom hours per year up to a maximum of three years of the required experience provided such education includes three courses in building construction or maintenance, mechanics, plumbing, mathematics, physical science, electrical repair or maintenance and/or engineering.
