SUBJECT: / Community Residential Capital Add-on Rates July 1, 2018 through June 30, 2019
Purpose: / To notify field staff of the Licensed Assisted Living Facilities with Assisted Living (AL) contracts, ARC contracts and EARC contracts that will receive a capital add-on to their Medicaid daily rate for the State Fiscal Year (SFY)2019beginning July 1, 2018 and ending June 30, 2019.
Background: / Under RCW 74.39A.320 and WAC 388-105-0035, the department will:
  • Pay a capital add-on rate for every SFY to any AL contractor that has a Medicaid occupancy percentage of sixty percent or greater. The Medicaid occupancy percentage will be calculated using Medicaid service days from the last six months of the calendar year preceding the applicable fiscal year divided by the product of all the AL contractors’ licensed assisted living facilities irrespective of use, times calendar days for the same six-month period; and
  • Include in Medicaid service days those from Medicaid managed long-term care program, including but not limited to the Program for All-inclusive Care for the Elderly (PACE).

Clarified: / SB6032 Section 206(31)
July 1, 2018 Capital add-on expansion includes Assisted Living, Adult Residential Care and Enhanced Adult Residential Care. Those Providers that qualify will receive a capital add–on of $2.42 if they meet the requirements. The requirements are the Providers that havea Medicaid Occupancy of 60% or greater during July 2017- December 2017.
The WAC and procedure remain the same.
Not all AL facilities that qualified for the capital add-on rate for SFY 2018 (July 1, 2017 through June 30, 2018) qualified for the add-on for SFY 2019 (July 1, 2018 through June 30, 2019). Some AL facilities on the new list, attached below, were not on the SFY 2018 list.
