EXPRESSIONS OF INTEREST FOR HIRING OF CONSULTANCY SERVICES

FOR MANAGEMENT AGENCY FOR ENTREPRENURSHIP GRANT IN HERAT, FARAH AND BAMYAN PROVINCES

Non-Formal Approach to Training, Education and Jobs in Afghanistan (NATEJA)

The Ministry of Labor, Social Affairs, Martyrs and Disabled of the Government of the Islamic Republic of Afghanistan has received financing from the Government of Italy to support implementation of the Non-Formal Approach to Training, Education and Jobs in Afghanistan (NATEJA) project, and intends to apply part of the proceeds for consulting services.

The Management Agency for Competitive Entrepreneurship Grant will manage and oversee all activities involved in the implementation of Sub-component 3.2 (Promoting Entrepreneurship among Afghan Youth) of the NATEJA Project. The geographical scope of the sub-component will cover Kabul, Balkh and Nangrahar Provinces and the target group is young male and female entrepreneurs (age 18-35) who are illiterate and unemployed/underemployed, who are willing to develop a sound and attractive business plan.

The Management Agency for Competitive Grant will manage the selection and assessment of grant applicants. The Management Agency for Competitive Grant will work closely with the Employment Services Centers /Eentrepreneurship Cells of MOLSAMD to share appropriate approaches and procedures for effective business development support for the target group. Once the recipients of competitive business grants are identified, the Management Agency will work closely with them and provide them, along with the entrepreneurship cell, support to start their business and grow it. The Agency will monitor the progress of business development activities and provide counseling support for business development to all grant recipients.

MOLSAMD/NSDP/NATEJA invites eligible consultancy firms to indicate their interest in providing the consultancy services for the above assignment.

Interested consultants may send information indicating that they are interested and qualified to perform the services indicated above.

The documents/EOI will be assessed based on the following shortlisting criteria:

-  The firm should be a professional business/registered for the last 3 years;

-  The firm should have experience in executing two consultancy services;

-  The firm should have developed at least one successful SME, and should have a strong track record of entrepreneurship and business development support through various projects.

-  The firm shall be financially sound with the annual turnover equal to or above 300,000 USD within the last three years, supported by audit report/Bank statement/ Annual tax returns

-  Management structure of the firm supported by an organogram;

-  List of projects including details of the clients served within the last three years, along with valid references from at least two clients;

The duration of assignment will be 12 months.

A consultant will be selected in accordance with Quality and Cost Based Selection (QBS) procedures set out in the World Bank’s “Guidelines: Selection and Employment of Consultants Under IBRD Loans and IDA Credits & Grants by World Bank Borrowers- January, 2011”.
