Technical Specification

Requirement of PPDC / Supplier offer
A / CNG Generating Set (250 KVA)
1. / Scope: Supply of reputed make 250 KVA, 415, volts Gas Gen. set comprising of Gas Engine, 250 KV alternator rated at 250 KVA, 415 volts mounted on common base frame complete with : (a) Batteries and leads. (B) Silencer (c) Control panel (d) cooling system suitable for genset .(e) spares for 2 years trouble free operation and maintenance.
2. / Engine : to deliver 200 KW or more
3. / Altenator : 250 KVA , 4 pole revolving field 415 V, 50 Hz .8 power factor with class H insulation.
4. / Spares: A kit of spares parts for trouble free maintenance & operation for a period of 2 years. Enclose list.
5. / Printed Catelogue: Supplier should enclose printed catalogue of the machine model along with the tender, failing which his tender is liable to be rejected.

Safety:

·  The machine should have all safety features, necessary to protect the machine and the operator from possible damage / injury while in operation.
·  Machine should have all safety features,Emergency stop, inbuilt protection for engine for low lube oil pressure, high engine water temperature and overspeed.
·  It should meet the necessary safety norms as laid in national/ international standards.
7. /

Warranty:

·  The Genset should be warranted for 12 -18 months from the date of installation / commissioning against all the design, material or manufacturing defects.
·  Supplier should make two free visits to PPDC, Agra works as Customer Support program during warranty period.
8. / Experience/ Clientele:
·  The supplier should give list of minimum 5 nearby customer to whom they have supplied in last 3 years.
·  Supplier should have setup to provide after sales service in India. Give address.
9. /

Training:

·  During commissioning visit, supplier’s engineer should provide training for smooth running & up keep of machine.

Documentation:

The following documents are to be supplied :
·  Operator manual
·  Spare parts list
·  Maintenance manual
·  Electrical wiring diagrams
·  Foundation & space requirement .
B / CNG Generating Set (50 KVA)
1. / Scope: Supply of reputed make 50 KVA, 415, volts Gas Gen. set comprising of Gas Engine, 50 KV alternator rated at 50 KVA, 415 volts mounted on common base frame complete with : a) Batteries and leads. B) Silencer c) Control panel d) cooling system suitable for genset.
2. / Engine : to deliver 50 KW or more
3. / Altenator : 50 KVA , Brushless 4 pole revolving field 415 V, 50 Hz .8 power factor with class H insulation
4. /

Spares: A kit of spares parts for trouble free maintenance & operation for a period of 2 years. Enclose list.

GENERAL TERMS

a)  The sealed quotations superscripting tender with number, name of the item and due date should be addressed to the Principal Director, Process and Product Development Centre, Foundry Nagar, Agra 282 006.

b)  Late tenders are liable to be rejected.

c)  Tenders shall be accepted as per two bid system:

d)  Part I (TECHNICAL BID) consisting of:

1)  Technical bid consisting of all technical details as per required above format alongwith commercial terms and conditions and Machine printed catelogue/leaflet.

2) Tender cost Rs. 1500/- DD favouring “ Principal Director, Process and Product Development Centre,

Agra ”.

3) EMD ( Security bid) for Rs. 30,000/ favouring “Principal Director, Process and Product Development Centre, Agra”. The EMD(Security bid) shall be accepted in the form of Account Payee Demand Draft, Fixed Deposit Receipt, Banker’s Cheque or Bank Guarantee from any of the commercial banks in an acceptable form, safeguarding the purchaser’s interest in all respect.

e)  Part II (Financial bid) :

1)  Financial bid indicating item-wise price for the items mentioned in the technical bid.

f)  The Technical bid and Financial bid should be sealed by the bidder in separate covers duly supercribed with Part I and Part II and both these sealed covers are to be put in a bigger cover which should also be sealed and duly superscribed with „Tender for CNG GENERATING SET“

g)  The technical bid shall be opened at the first instance and evaluated. At the second stage, Financial bids of only the technically acceptable offers shall be opened for further evaluation and ranking before awarding contract.

h)  The bid should be valid for 90 days from the date of opening of tender /bids.

i)  The EMD(Security bid) should be valid for a minimum period of six months from the date of opening of Tender/ bids..

j)  Bid securities of the unsuccessfull bidders shall be returned to them at the earliest after the expiry of final bid validity and lattest on or before the 30th day after the award of the contract.

k)  The EMD (Security bid) shall be treated as performance security to whom the contract has been awarded and shall be returned only after the completion of contractual obligations satisfactorily.

l)  Tenders should clearly indicate the minimum time required for effecting supply; the date of delivery should be strictly adhered to. Time is the essence of the contract and the Centre reserves the right to levy liquidated damages @ ½% of the order value for each week of delay or part thereof subject to a maximum of 5%. The Centre may at its option recover all the damages, losses and expenses resulting out of such breach of contract. Tenders should be valid for a minimum period of 90 days from the date of closing.

m)  The Centre reserves the right to cancel or accept or reject or postpone the procurement either fully or partly without assigning any reason thereof.

n)  The centre shall issue FORM “C” to avail concesional tax & ROAD PERMIT only.

o)  The Centre reserves the right to increase or decrease the quantity at the time of placing firm order.

p)  The Centre reserves the right to reject the material if found substandard and not as per specifications and supplier must make arrangements to replace the same with correct material at the premises of the Centre, in case of rejections, immediately within a period of 15 days. The party shall bear for all costs and expenses involved in such an event.

q)  The offers quoted shall be for free delivery of stores at the premises of the centre. For outstation parties, the supplies must be made on door delivery basis at the premises of the Centre, freight paid. All goods liable to be damaged or deteriorated in transit must be insured, which shall be arranged by the suppliers at their own cost

r)  Payment terms:

s)  For Indigenous supplier: Advance payment terms are not acceptable. Payment shall be made 80% against inspection before dispatch and balance on receipt of machine commissioning and training at PPDC, Agra.

t)  For Overseas supplier: Advance payment terms are not acceptable. Payment shall be made through Letter of credit 100 %( ICD-Delhi or Mumbai port) out of which 80% against shipment documents and balance 20% on receipt of machine, inspection, commissioning, and training at PPDC, Agra.

u)  Mere participation in the tender and offering of lowest rates does not confer any right on any party for placing order on them.

v)  All the disputes arising out of the contract shall be subject to Agra (UP),India jurisdiction only.

w)  Parties are required to affect supplies, commission and install the machinery/equipment/items at any place in the center’s premises designated by the centre and extend/maintain warranty/ guaranty at such places. Guarantee/Warranty commences from the date of completion of installation /commissioning .

x)  All the matters concerned to and not covered herein above, the decision of Principal Director, PPDC, Agra, shall be final and binding on the parties.

y)  The equipment offered shall be strictly conforming to the specification or better and for complete unit with correct accuracies and standard.

z)  PPDC, Agra will have the option to pre-inspect the machine/equipment at supplier’s works by their representative or by third party agency appointed.

aa)  The final inspection will however be carried out at works at PPDC, Agra.

bb)  Training charges either at suppliers work or at any other place shall be to the suppliers account.

cc)  Suppliers must enclose in technical bid with their offer list of customers (with their full address and their purchase reference number) to whom they have made similar supplies in the past five years. The date of supply should also be indicated.

dd)  The supplier should also mention the nearest service Centre of the equipment/machines for servicing/repairing after commissioning.

ee) The equipment should be complete in all respect.
