JOB SUMMARY: The Family and Victim Services (FVS) Program Manager is responsible for overall planning, direction and direct supervision of the Kinship Caregiving program, Rapid Rehousing program and Domestic Violence Services, including Safe Exchange/Visitation staff.
ESSENTIAL JOB FUNCTIONS:
· Manage all aspects of the Family and Victim Services program, including overall case management, fiscal management, administrative, and services delivery components.· Supervision of Family and Victim Services staff activities to ensure that job responsibilities are carried out and program objectives are obtained.
· Conduct formal and informal observation of staff in order to make personnel recommendations and meet with staff to administer performance appraisals.
· Oversee coverage of local 24-hour domestic violence hotline. On-call hours occasionally required.
· Plan and conduct domestic violence training to staff, volunteers, and the community.
· Assist in grant writing and oversee the awarded grant(s), submit necessary reports and all other requirements of the grant(s).
· Monitor the general condition, upkeep, and repair of the Safe Dwelling ensuring that NYS Office of Children and Family Services regulations are heeded and recertification standards are met.
· Assist in writing and monitoring the program budget, and approve bills and submit them for payment.
· Timely record keeping including monthly and quarterly reports and all other reports as assigned.
· Responsible for public speaking to educate community on domestic violence, and the Domestic Violence Intervention Program.
· Oversee provision of services to costumer caseload.
· Network with other community agencies and gain an understanding of the services that they provide in order to refer customers; and advocate for system changes to best protect victims of domestic violence. Dissemination of literature to all parts of Cayuga County on domestic violence and the Domestic Violence Intervention Program.
· Facilitate monthly Cayuga County Domestic Violence Coalition meetings, provide an agenda, and keep members up to date on new legislation and relevant topics for a coordinated community response to domestic violence.
· Supervise and motivate staff, as well as providing support in stressful work environments.
· Participate actively in regular staff meetings, and provide team leadership and focus to all program staff.
· Serve on Agency committees, including those planning and implementing events and activities.
· Attend meetings and trainings, including occasional evening meetings and out-of-town travel as required.
· All other duties and responsibilities as requested by the Deputy Director or the Executive Director.
SUPERVISORY RESPONSIBILITIES:
The Family and Victim Services Program Manager will supervise the Program Coordinators. Supervisory responsibilities include instructing and training in work methods; planning, and budgeting; scheduling and assigning work; checking and approving work; conducting performance evaluations; recommending salary adjustments; making effective recommendations regarding promotions; and determining disciplinary actions regarding unsatisfactory employees.
QUALIFICATION STANDARDS:
The Family and Victims Services Program Manager must meet the following minimum qualifications:
· Bachelors Degree in social work, psychology, sociology, or related field required.
· Three to five years supervisory experience preferred.
· Experience in grant writing, budget monitoring, and public speaking desired.
· Knowledge of database entry, word processing and spreadsheets.
· Demonstrated ability in public speaking.
· Knowledge of local, state, and federal regulations as they pertain to programs and funding sources.
· Ability to occasionally travel overnight.
· Ability to relate to all socio-economical segments of the community and work well with both professional and non-professional individuals.
· Ability to provide leadership, set program goals and objectives, make difficult decisions, and be consistent and calm during crises.
· Experience, knowledge, and understanding of the problems facing victims of domestic violence and the issues facing homelessness and homeless vulnerable persons.
· Ability to function reasonably and effectively in a crisis situation. Must be resourceful, empathetic, and self-motivating.
· Must have a clean and valid NYS driver's license and reliable transportation.
· Ability to recognize and understand the causes of poverty and the conditional and environmental effects of poverty.
· Must possess good writing, administrative, organizational, computer and communication skills.
· Respect for and sensitivity to the needs and rights of others including those with differing cultural, racial, sexual, or ethnic identities.
EQUIPMENT, MACHINES AND SOFTWARE USED:
Ability to operate a computer, printer, telephone, photocopier, fax machine, and calculator.
PHYSICAL AND MENTAL REQUIREMENTS:
· Ability to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
· Close mental and visual attention required to perform work dealing primarily with preparing and analyzing data and figures, performing accounting work, using a computer terminal, and/or extensive reading.
· While performing the duties of this position, the employee is regularly required to sit for extended periods of time, stand, walk, talk, hear, reach, use hands to finger, grasp, handle, or feel, and perform repetitive motions of hands and/or wrists.
ENVIRONMENTAL CONDITIONS:
There is no exposure to adverse environmental conditions. Work is performed in a typical office work environment with outside travel.
