During the exercise it will be important to remember and comply with the following statements:
·  This exercise has been designed as a learning experience.
·  Do not jump ahead in the exercise scenario.
·  Thoroughly review all scenarios and injects as they are presented during the exercise.
·  Identify one individual to be responsible for inputting responses to the exercise injects.
·  There is a scheduled 15 minute break approximately halfway through the exercise.
·  After 9:00PM ET today each registered participant will need to log into the ONX System to complete their individual Hotwash to receive their Certificate of Participation.

Dog Day Disaster – Scenario – # 001 / Image of Flood Watch
National Weather Service – Thursday – 1:30PM – Flood Watch Issued
Soil conditions are nearly saturated across the region due to recent rains.
A late season frontal boundary has stalled across the state and a low pressure system has developed just south of the front. The low is forecast to strengthen and move through the area over the next 72 hours bringing a serious threat for excessive rainfall across the region.
A Flood Watch has been issued by the local forecast office of the National Weather Service through 5:00PM Saturday.

Flood (Formidable Footprint) - Video # 002 – Heavy Rain
Persistent bands of heavy rainfall are forecast within the Flood Watch area off and on today through Saturday, with a wide east-to-west swatch of rainfall totals expected to reach 10 to 15 inches.
A High Threat for significant flooding exists, with many drainage basins likely to be overtopped later today or Friday. High water may accumulate in residential and agricultural areas, as well as cover roadways. Areas near small streams, drainage canals and poor drainage systems will be first to flood and will experience the most significant impacts.

By mid-afternoon on Saturday the rains have stopped and the low pressure system that had stalled over the region has moved off to the southeast.
As the rain stops area residents that did not evacuate begin to emerge from their homes to inspect the damage and destruction caused to their community due to flooding.

Flood (Formidable Footprint) – Video # 5 – Flooded Neighborhood
Once areas affected by the flood waters become accessible local and regional emergency response personnel initiate life safety operations. From conducting needs assessment to carrying out search and rescue operations law enforcement agencies, fire departments, EMS, emergency management officials and various volunteer agencies are working together to meet the immediate flood caused needs of the area’s residents.
In the hours following the flood, local television is filled with images of damaged homes and commercial buildings along with roads and bridges. Initial estimates indicate that between one and two thousand homes throughout the region have sustained some level of damage with possibly 200 to 300 so badly damaged that they will need to be demolished.
Flood waters have begun to rapidly recede throughout the region.

Dog Day Disaster – Scenario – # 004 / Image of Flooded Home
As DART members begin to deploy another call is received from emergency response officials.
The following situational information is provided to the DART leadership:
·  Local emergency response officials have secured the use of Hogwarts School as the location to establish the shelter. The principle of the school will meet with the DART leadership when they arrive at the school.
·  Local emergency response officials will be establishing a General Population shelter across the street from Hogwarts School and Harry Potter High School.
·  Due to the fact as many as 2,000 homes have been damaged throughout the region it is expected that there will be a need to shelter up to 125 pets for up to five days.

As DART members begin to arrive at Hogwarts School they are met by the school’s principal. The principal is very concerned that his facility is going to be used to house pet.
Should one of the first actions to be taken upon meeting the principal be to conduct an inspection of the school to determine what portions of the facility can be used to set up a shelter as well as identifying any pre-existing damage to the building that needs to be noted? / Yes / No
If the above answer is yes. – Identify the ICS function that will be responsible for this inspection and briefly describe how this be accomplished.
If the above answer is no. – Briefly explain why such an inspection would not be conducted.

Now that all the deployed DART members have arrived at the location of the shelter briefly describe the process of Staff (DART membership) Registration.

After all DART members have completed the Staff Registration process the Incident Commander gathers the Incident Management Team together to develop a prioritized action plan (Incident Action Plan) outlining in detail activities that will need to be undertaken to set-up the shelter.
For each activity identify what resource is needed to accomplish the task and the ICS function that will be responsible for getting it done.
