GENERAL ADMINISTRATION
Homegoing, Transportation in Inclement Weather Conditions

1.  PURPOSE
To insure the safety of both students and staff during inclement winter weather and to provide adequate direct and support services for students.

2.  PERSONNEL

A.  Staff are responsible to ensure students who travel outdoors in winter weather are dressed appropriately for existing conditions.

B.  Staff scheduled for work are responsible to provide their own transportation to and from work and are responsible to make a reasonable and prudent effort to get to work. In case of severe weather conditions, see part E.

C.  The State Academies are not subject to weather emergencies declared by Minnesota Management and Budget (MMB) when students are on campus. The Academies are involved in continuous operations and are specifically exempt from declared weather emergencies.

D.  Staff unable to report for work due to severe weather conditions should use the usual callin procedure and may request vacation leave or unpaid leave. It is up to supervisors’ discretion to approve/deny leave requests.

E.  When a determination of severe weather conditions has been made by the Academies Administrator, the following may be authorized:

1)  Pick up for work and return home of staff within the City of Faribault utilizing maintenance or other designated staff.

2)  Meals and sleeping accommodations for staff.

F.  Staff reporting for work as scheduled shall report to their regularly scheduled area, but may be reassigned to carry out priority functions.

G.  In the event of staff shortages, employees may be required to remain on duty until adequate staff is available.

H.  Employees are expected to remain on duty during scheduled work shifts unless specifically excused by the school administration and may be required to remain on duty past scheduled shifts until adequate staff is available.

3.  SCHOOL CLOSINGS / STUDENT TRAVEL TO THE STATE ACADEMIES

A.  As weather conditions vary greatly across the State of Minnesota, school districts or bus companies transporting students are responsible for making decisions regarding safe travel to/from Faribault.

B.  School districts or bus companies that determine weather conditions exist which are unsafe for safe travel shall call the on-call supervisor at 507-339-1270 and leave a message.

C.  The on-call Supervisor will inform appropriate areas of any changes in student's travel plans.

D.  In the case of a significant decrease in students returning to the Academies, supervisory staff will adjust staffing levels to reflect the needs of students. Every attempt will be made to contact staff prior to their reporting to work.

E.  If inclement weather conditions exist in Faribault on a day students are scheduled to return, the Superintendent may close the Academies until safe weather conditions return. If the Superintendent is unavailable, the on-call person will be solely responsible for the closure decision.

F.  In case of school closure, announcements will be made on WCCO radio and TV. A recorded message announcing closure will also be left at 507384-6700 (MSAB Voice Only) (MSAD 507 384-6600 as well as the on the MSA websites and Facebook pages)

G.  Once a decision is made to close the oncall supervisor is responsible for ensuring bus companies and parents are contacted and notified of the closure.

4.  STUDENT TRAVEL FROM THE ACADEMIES ON WEEKENDS

A.  Inclement weather conditions will be monitored by the Academies Administrator. If inclement conditions are expected on the day students are expected to leave the Academies to go home, school districts may be contacted by Academy administrators and encouraged to pick up students early or the day prior. School districts picking up students maintain responsibility for notifying parents of alternate bus schedules.

B.  If inclement weather conditions exist which prevent school districts and parents from picking up students, arrangements will be made for students to stay on campus. Once weather conditions improve, students will be expected to go home, if reasonable.

5.  DAY STUDENTS

A.  When district transportation of a day student is not provided or the parent determines travel to the Academies is unsafe due to weather conditions, the student is excused.

B.  Parents are required to complete a form (Appendix A) indicating where their child is to be taken in case of inclement weather. The school office must keep a record of all authorizations and staff must follow parent's directions on severe weather days.

C.  When area schools are closed/closing, Academies will coordinate day student transportation needs with local districts and/or parents.

D.  Education Directors will contact dormitory director(s), student nutrition and health services in the event a day student is unable to return home.

6.  STUDENT SAFETY AT THE ACADEMIES

A.  Every effort will be made to ensure student safety during inclement weather while students attend school. If it becomes necessary for students to travel outdoors, appropriate clothing will be monitored along with careful supervision of students to ensure safety.

B.  Parents may pick up their children early at any time in inclement weather. Parents may keep their children home if they feel the weather is too severe to send them to school.
