The Muncy School District Board of Directors held their regular monthly public meeting at 7:00 p.m. in the Muncy Junior/Senior High School Library, 200 West Penn St., Muncy, PA 17756
Present were: President Scott McLean, Vice-President Mary Bennardi, Treasurer Carla Auten, Scott Johnson, Kimberly Spring-Winters (Left at 8:20 pm.), Lisa Sleboda, Robert Titman, and Sarah Woodward. Rhondel Moyle was absent.
Members of the administration present were: Superintendent Portia Brandt, Business Administrator David J. Edkin, High School Principal Timothy Welliver, Elementary Principal Frank Jankowski, Special Education Coordinator Michele Williamson, Athletic Director Curt Chilson and Solicitor J. David Smith.
President McLean called the meeting to order at 7:00 p.m.
The Pledge of Allegiance to the Flag was recited.
Mr. McLean announced that an executive session for personnel would be held after tonight’s meeting.
There were approximately 20 visitors present.
Mrs. Auten moved to approve the minutes of the April 14, 2014 Regular Public meeting of the Muncy School District Board of Directors. Ms. Sleboda seconded the motion and it passed unanimously.
Business Education Teacher Heather Zimmerman recognized FBLA members Maggie Rymza, Gavin Wetherhold and Karina Fry for their placement at the state competition. The students then demonstrated their speeches to the Board.
O.M. Advisor Stephanie Trimble, along with Odyssey of the Mind team members, presented the winning trophies to the Board.
Battle of the Books Advisor Lisa Sleboda reported on Muncy’s success in the B.O.B. competition.
Muncy Township Tax Collector Ann Smith addressed the Board regarding the collection of school real estate taxes in her township.
I.U. 17 Executive Director Bill Martens presented information on I.U.-provided interim superintendent and search services.
Dr. Britta Barrickman from PSBA presented information on PSBA-provided superintendent search services.
Mrs. Woodward moved to approve the adoption of the proposed final 2014-2015 General Fund Budget, including the following tax rates: (Copied in Minute Book)

Ms. Sleboda seconded the motion. By a roll call vote, there were seven (7) “yes” votes and one (1) “no” vote. Mr. Titman voted “no”. The motion passed with seven (7) votes.

Ms. Woodward seconded the motion. There were six (6) “yes” votes, one (1) “no” vote, and one (1) abstention. Mr. Titman voted “no” and Dr. Bennardi abstained. The motion passed with six (6) “yes” votes.

Mrs. Auten moved to approve the first reading of the following new and revised Board Policies:
810.2 – Transportation – Video-Audio Recording (new)
816 – Use of Video Surveillance Cameras (revised)
Ms. Spring-Winters seconded the motion and it passed unanimously.
Mr. Johnson recommended approval of the LYCO CTC proposed 2014-2015 General Fund Budget. Mrs. Auten moved to approve the recommendation. Mrs. Woodward seconded the motion and it passed unanimously. (Copied in Minute Book)
Mrs. Auten moved to approve graduation and receipt of Muncy High School diplomas for the members of the Class of 2014, pending completion of state and local requirements. Mr. Johnson seconded the motion and it passed unanimously. (Copied in Minute Book)
Dr. Bennardi moved to approve the following textbooks to be used, beginning with the 2014-2015 school year:

Ms. Sleboda seconded the motion and it passed unanimously.
Ms. Sleboda moved to approve the following out-of-state field trip requests:
Class of 2015 and 2016
Destination: Longacre Theatre, New York City, New York

Cost: No Cost to District
FBLA
Destination: FBLA National Leadership Conference, Nashville, TN
Dates: June 29 – July 3, 2014

Mr. Johnson seconded the motion. After discussion, Mr. Titman made a motion to amend the motion by Ms. Sleboda to also fund the difference between FBLA fund raising and the trip costs, not to exceed $4,000. The amended motion passed with seven (7) “yes” votes and one (1) “abstention”. Ms. Sleboda abstained. (Copied in Minute Book)
Dr. Bennardi moved to approve homebound instruction for a high school student in accordance with the provisions of Board Policy #117. Ms. Sleboda seconded the motion and it passed unanimously.

SCHOOL BOARD
Ms. Sleboda nominated Carla Auten to serve as Board Treasurer under Section 404 of the School Laws of Pennsylvania for the 2014-2015 fiscal year.
Upon no further nominations, Ms. Sleboda moved to close nominations and Mr. Johnson seconded the motion and it passed unanimously. Mrs. Auten was elected Board Treasurer for the 2014-2015 school year.

Dr. Bennardi seconded the motion. There were seven (7) “yes” votes and one (1) “no” vote. Mr. Titman voted “no” and the motion passed with seven votes.
Mr. Titman commented on the nature of joint school projects and addressing it as a possible topic for the Academic Committee.
