Canvassing & Solicitation Policy

(Revised and adopted on 10/10/2004)

These policies cover all student-housing owned and/or leased by Winona State University.

The following policies are to be followed by all Political Candidates, all people seeking support for a petition, and all people campaigning to gain support for a referendum:

1. All canvassing shall be done between the hours of 5 p.m. – 8 p.m.

2. All candidates and/or representatives and petitioners must check in at the front desk of the appropriate hall.

3. All candidates and/or representatives and petitioners must skip any door with a sign indicating they do not wish to be canvassed or solicited to.

4. There shall be no materials placed on the door and/or slid underneath any doors.

5. Candidates and/or representatives and petitioners may set up information tables in the designated areas.

6. Any candidate and/or representative and petitioners violating these policies are subject to removal from the building by WSU Campus Security.

The following policies are to be followed by all persons soliciting (any person or group with purposes not outlined above) the residence hall.

1. All persons wishing to solicit within the Winona State University Residence Halls must come to the Inter-Residence Hall Meeting the Sunday prior to when they are planning to solicit within the residence halls to gain formal approval.

2. All soliciting shall be done between the hours of 5 p.m. – 8 p.m.

3. All solicitors must check in at the front desk of the appropriate hall.

4. All solicitors must skip any door with a sign indicating they do not want to be canvassed or solicited.

5. There shall be no materials placed on the door or slid underneath any doors.

6. Solicitors may set up information tables in the designated areas.

7. Any solicitors violating these policies are subject to removal from the building by WSU Campus Security.

Examples of solicitation include but are not limited to the following:

• Advertising or selling products/services

• Obtaining contributions for any cause

• Polling residents regarding any matter

• Encouraging residents to affiliate with any group or organization

• Distributing samples

Posting of Signs –

The policy regarding the posting of signs in the residence halls is decided by each hall. Please contact the individual hall offices for further information.

Flyers in Mailboxes –

There will be no flyers allowed in residence hall mailboxes unless they are sent through the U.S. Postal Service, or if they addressed to the student by name and address through the WSU Housing Office. The Inter-Residence Hall Council will allow any public or private interest to place flyers in the designated display area(s) of each residence hall with the approval of the hall director.
