Addendum

The following is additional information regarding Invitation to Bid #Rebid530, titled Pro Tech Tactical Assault Vests released on 4/13/2011. The due date and time for responses has been changed to April 27, 2:00pm, to allow time to answer questions. This addendum includes both questions from prospective bidders and the City’s answers, and revisions to the ITB. This addendum is hereby made part of the ITB and therefore, the information contained herein shall be taken into consideration when preparing and submitting a bid.

1 / 4/19/2011 / 4/22/2011 / The FAV with PT300 ballistic package from Protech/Safariland is NOT NIJ-0101.06 compliant. Does the agency still want this package (or equivalent) or was this an oversight? If this was an oversight will there be a modification issued or a change in specifications? / In a nutshell, the difference between NIJ 05 and NIJ 06 is the testing. Velocity on the 357 has been increased (Sig Sauer 357) and the 9mm has been eliminated. Tests are at 2 inches from outside vest (06 standards) vs. 3 inches on the 05 test. The majority of the testing is based upon "environmental factors". Basic wear and tear of the vest. This would be a factor on "personal" body armor, as opposed to "tactical" body armor. Tactical body armor is not worn next to the body, is stored in a environmentally friendly area and usedoccasionally,not onan everyday basis.
Another factor between 05 and 06 standards is weight. The ballistic integrity ofthe vests is the same. ThePT300FAV vest has even been tested with the higher velocity 357 round.
There is about a 7% cost increase in going to the 06 standard, but I feel that after speaking with factory representatives, researching NIJ testing, that the ballistic integrity of the vests meets our needs. The 06 standards increase weight and flexibility, due to the environmental standards of the wear testing. Our vests are mission specific and the ballistic integrity of the vests is sufficient.

3 / 4/19/2011 / 4/22/2011 / The second line item is identified as ABA (American Body Armor) Tactical Outer Carrier (TOC) with level 2 ballistic panels – is there any preference or reference to which TOC carrier the agency wants or what specific pocket configuration they are asking for (plain, no pockets, molle/pals system) as well as any specifics to what level 2 ballistic panels they want (NIJ-0101.05 vs. NIJ-0101.06), weight, thickness, left hand//right hand, etc.? / The Tactical Outer Carrier (TOC)black in color, 6 pocket configuration is the carrier that is consistent with our Department.
