Subject:Request for Proposal Number N1106090065, Three Programs for Congaree National Park

Ladies and Gentlemen:

In accordance with the terms and conditions of your contract, enclosed is a competitive Complete Audiovisual Productions and Servicesrequirement to provide the National Park Service with three programs for Congaree National Park. Work shall be performed in accordance with the enclosed Scope of Work consisting of 15pages. The completion date for receipt of all deliverables, including Review and Approval, is January 25, 2011.

As stated in the contract, Section G-2, General Procedures for Selection and Issuance of Task Orders, you are required to prepare and submit in writing, a production proposal and price quotation for performance in accordance with the rates set forth in your contract. The proposal should contain the following:

A.Start date and production schedule. Propose dates in Section 6, 6.3 Review and Approval Time for Audio and Video Production on Pages 8 through 12;

B.Provide a list of the key personnel for the proposed team. The contractor is required to submit two samples of interpretive films with natural and cultural history themes that include aerials, underwater, environmental/nature time-lapse, nighttime videography and macro/micro photography; technical shots that required rigging/jibs/dollies and interviews with subject matter experts. The contactor is required to submit two scriptwriting samples (they do not have to be entire scripts, but can be excerpts of an appropriate length that give reviewers enough material to judge their skills and abilities) for the selected scriptwriter that reflects the scriptwriters ability to write for interpretive and educational video and film programs focused on culturally and historically based subject matter and content.

C.Level of effort;

E.Subcontracts and/or consultants, reflecting the person-hours of effort;

F.Other pertinent information that may have a bearing on your capabilities to perform the work for this project. Rights in Data understanding including rights for music, stock footage, stills and other production elements; and

G. Total firm-fixed-price. The price for this project should be submitted on the Contract Pricing Form provided as Attachment D to the basic contract.

Award of a task order will be made to that responsible offeror whose proposal conforming to the Scope of Work represents the best value to the Government price and other factors to be considered. Evaluation will include the quality of the samples and experience and expertise of the videographer(s)and scriptwriter. These factors togetherwith the level of effort for the entire production will be evaluated to determine the best value to the National Park Service. These factors will be considered more important than cost or price, although price will be evaluated as to its reasonableness and realism.

We reserve the right to make an award without further discussion of the proposals received. Therefore, it is important that your proposal be submitted initially on the most favorable terms from both the technical and cost standpoints.
