The Minutes of the 202nd Meeting of the NRC held from 25th July, 2012 to 28th July, 2012

The 202nd Meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from 25th July, 2012 to 28th July, 2012 at NRC, NCTE, Jaipur.

The following were present:

The Regional Director, NRC apprised the Northern Regional Committee about the provision of the NCTE Act, Rules, Regulations and instructions issued from time to time.

With the permission of Chairperson, Dr. Ram Kishor (Convener) presented the Agenda before the Committee. Item-wise decisions taken are as follows:-

AGENDA ITEM NO.- 202.1 / CONFIRMATION OF MINUTES OF 201st MEETING / NRC confirmed the minutes of 201st meeting with the modifications that the no. of seats mentioned in the decision against agenda item no. 201.7.1 & 201.19.1 be read as 40 in place of 50.

The Committee discussed and considered the case in detail and following observations were made:
·  The institution has not submitted building plan showing clearly the classrooms, multipurpose hall, different resource rooms, library, office accommodation etc total built-up-area duly approved by competent authority and also showing khasra no. etc.
·  Building Completion Certificate approved by the competent govt. authority/local govt. body has not been submitted.
Hence, NRC decided that Show Cause Notice under section 14/15 (3) (b) of NCTE Act, 1993 be issued to the Institution on the above point and direct the Institution to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 21 days from the date of issue of Show Cause Notice.
6.  / 202.7.2 / NRCAPP—859 / DIET HANUMANGARH-444-HANUMANGARH JUNCTION(RJ) / D.El.Ed. / The original file of the Institution along with other related documents, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time has been carefully considered by NRC.
The Committee discussed and considered the case in detail and following observations were made:
·  Reply of the institution dated 29.06.2011 to the SCN issued by NRC was considered and the built-up-area remains only 850.22 sq. meter against the requirement of 1500 sq. meters as per NCTE Norms. Hostel accommodation area can not be considered in the total required built-up-area.
Hence, NRC decided that Show Cause Notice under section 14/15 (3) (b) of NCTE Act, 1993 be issued to the Institution on the above point and direct the Institution to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 21 days from the date of issue of Show Cause Notice.

The Committee discussed and considered the case in detail and following observations were made:
·  NAAC certificate has not been submitted with the application.
Hence, NRC decided that the application for the said course be rejected under section 14/15 (3) (b) of NCTE Act, 1993 on the above point.

·  The institution has not submitted NAAC certificate which is required under clause 8(4) of NCTE Regulations, 2009.
·  The State Govt. has banned M.Ed. Course in the State.
Hence, NRC decided that the application for the said course be rejected under section 14/15 (3) (b) of NCTE Act, 1993 on the above point.

The Committee discussed and considered the case in detail and following observations were made:-
·  The request of the institution for withdrawal of application for B.Ed. Course is accepted and FDR’s, if any, submitted by the institution be returned.

·  Letter of Deficiency be issued to the institution for further processing of the application for D.El.Ed. Course.

·  FDR’s of Rs. 5 Lacs as endowment fund & Rs. 3 Lacs as reserve fund has not been submitted.
·  Certified copy of registered land documents has not submitted.
·  Duly approved building plan by competent authority not submitted.
·  Notarized copy of land use certificate issued by the competent authority not submitted.
Hence, NRC decided that the application for the said course be rejected under section 14/15 (3) (b) of NCTE Act, 1993 on the above point.
