TITLE: Response Team LeaderTEAM/PROGRAMME:
Syria / LOCATION: Derek, North East Syria
GRADE: TBC / CONTRACT LENGTH: 6-12 months
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Team Leader will manage Save the Children’s programme and operations in northeast Syria. Working closely with and supported by the Country Director and the Senior Leadership Team, the team leader will assure high levels of political, social, and economic understanding of the local and regional context inform strategic direction, oversee continued emergency response and broader programme development, support appropriate needs assessment, and ensure strict adherence to humanitarian principles, SC policies and procedures, and donor regulations. The post holder will play a key role in the scale up and management of Save the Children programmes to increase impact and enable positive change for children.
SCOPE OF ROLE:

Staff directly reporting to this post: Logs Manager, HR Manager, NFI Manager, Proposal Coordinator, Finance Manager, Child Protection Manager, Education Manager
KEY AREAS OF ACCOUNTABILITY:
Programme Support
· Lead and manage the SC programme in northeast Syria
· Manage grants cross a range of sectors, ensuring strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
· Work closely with Director of Finance and Finance Department to assure accurate representation of the Field Office and activities in CO Master budgets. Budget holder in keeping with SC Scheme of Delegation.
· Ensure the preparation of timely programme and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
· Establish, in collaboration with MEAL, project monitoring plans and systems for identifying and tracking indicators
· Supported by CO and RO Safety and Security, ensure optimal safety and security management procedures and practices are in place, up to date, and appropriately modified in response to a volatile operational environment
· Oversee effective functioning of logistics systems to procure, store and distribute stock, supplies and services
· Ensure strong accountability to beneficiaries
Staff Management:
· Ensure that capacity building plans and performance management systems are in place to develop the requisite competencies in staff to ensure ongoing sustainability and quality of response
· Coach and mentor staff and link in to wider organisational talent development mechanisms.
· Supported by CO Human Resources Department, plan, identify and resource appropriate and effective structure and staffing needs, including ensuring that personnel policies are in accordance with relevant national laws
· Oversee the development & implementation of staff well-being (policy) and ensure appropriate staff well-being and R&R policy and processes in place and reviewed regularly
· Support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.
Representation & Advocacy & Organisational Learning:
· As part of the CO leadership team, represent Save the Children’s work in northeast Syria to donors and members of the humanitarian community.
· Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed
· Regularly undertake high level representation and advocacy with local government partners and officials as well as donor representatives. Establish systems for communication with local government partners, relevant line departments and community representations in the project area(s).

QUALIFICATIONS AND EXPERIENCE
Essential
· Master’s level in International Relations or equivalent
· Minimum of 5 years’ experience in a management role within a complex country programme in a conflict settings, managing programme teams, project management, and familiarity with the requirements of a range of donors
· Emergency response experience response is essential.
· Demonstrable familiarity with M&E and beneficiary accountability systems in large complex programmes
· Politically and culturally sensitive with qualities of patience, tact and diplomacy
· A high level of written and spoken English
Desirable
· Fluent in Kurdish or Arabic
