The goal of the Solutions for Peace and Recovery (SPR) program, implemented in eastern DRC (North Kivu and South Kivu), is to increase social cohesion through inclusion of women and marginalized groups in community-based conflict analysis, prevention, resolution, and recovery. SPR provides USAID/DRC with the ability to respond to dynamic, time-sensitive, and/or unique opportunities to reinforce peace and prevent or assist in the recovery from conflict in areas that are strategically important to the stability of eastern DRC.

Responsibilities:

The chief of party (COP) serves as key personnel for the Solutions for Peace and Recovery project in the Democratic Republic of Congo (DRC-SPR). The COP will be posted in Bukavu, DRC and will provide overall strategic vision, leadership and management for SPR. The position responsibilities are outlined below:

Communications:

  • Represent MSI with USAID, the Government of DRC (GDRC); other host country stakeholders; subcontractors and bilateral/multilateral donors.
  • Assure optimal coordination between SPR and other USAID activities as well as those of other multilateral/bilateral donors and the GDRC.
  • Effectively manage in-country partner relations, and relations with national and local government officials, traditional leaders, and targeted members of civil society.
  • Communicate effectively and proactively with home office project staff.

Personnel Management:

  • Provide overall management of SPR project team; directly supervise the deputy chief of party (DCOP) and other project staff.
  • Recruit staff and ensure implementation of effective security protocols for project staff.

Contractual/Financial Management:

  • Maintain adequate administrative and financial controls, and records, pursuant to MSI's financial and administrative procedures.
  • Ensure compliance with all applicable U.S. Government and USAID rules and regulations.
  • Manage contract budget in coordination with Finance and Compliance Manager and MSI Home Office.

Technical Management:

  • Manage and oversee preparation and ensure timely submission of all project/contract deliverables, ensuring the professional quality and timeliness of all written and oral products and reports produced by the activity for USAID and/or other stakeholders as may be required.
  • Manage and monitor all sub-contractors and sub-awards under the DRC-SPR award.
  • Direct and monitor execution of activities within the work plan.
  • Maintain an up-to-date understanding of local political and security developments; and, propose any strategic/tactical revisions that may be necessary to seize emerging opportunities and/or mitigate risks.
  • Manage the collection, analysis and reporting of required monitoring and evaluation and GIS data, and ensure that data is effectively utilized within DRC-SPR to inform strategic decision-making.

Qualifications:

  • Advanced degree (MA, MS, MPP, MBA, etc.) in international affairs, social science, or a related field.
  • Minimum of 15 years of progressively responsible experience in the humanitarian, development, or transition field, including at least ten years in strategic planning and implementation of related activities.
  • Previous experience managing grants under contract and familiarity with grants program best practices preferred.
  • Previous experience working on programs implemented in Africa is preferred.
  • Previous experience managing sub-contractors is preferred.
  • Previous experience implementing a USAID-funded program is required.
  • French and English language fluency (oral and written) are required.
