Moved by Councilor Collins that the agenda for the County of Vermilion River June 18, 2007 Planning & Development / Economic Development / Tourism Committee meeting agenda, be approved with addition.

Road Closure Plan 7492 BE
There was previously a resolution passed to close this portion of road. Alberta Infrastructure & Transportation has since indicated that the County will need to pass a bylaw
in accordance with Section 24 of the Municipal Government Act.
Moved by Councilor Romanchuk that the Planning & Development Committee recommend that the County of Vermilion River give first reading to Bylaw 07-19 closing all that portion of 51 Avenue ( formerly known as First Avenue) east of 54 Street (formerly First Street) as shown on Road Plan 7492 BE affecting the following quarter section: NW 1-50-2-W4.

Redesignation SE 28-52-3-W4
Moved by Councilor Latimer that the Planning & Development Committee recommend that the County of Vermilion River table first reading to amend the Land Use Bylaw No. 04-01, the Land Use District Map, to change the District classification of SE 28-52-3-W4 from Agricultural (A) District to Country Residential Two (CR2) District as shown on Schedule A.

Redesignation SW 25-48-1-W4
Moved by Councilor Collins that the Planning & Development Committee recommend that the County of Vermilion River table first reading to amend the Land Use Bylaw No. 04-01, the Land Use District Map, to change the District classification of SW 25-48-1-W4 from Collector Road (SR) District to Country Residential One (CR1) District as shown on Schedule A.

Redesignation - S1/2 26-49-6-W4
Moved by Councilor Whittaker that the Planning & Development Committee recommend that the County of Vermilion River table first reading to amend the Land Use Bylaw No. 04-01, the Land Use District Map, to change the District classification of S1/2 26-49-6-W4 from Agricultural (A) District to Country Residential One (CR1) District as shown on Schedule A, until an approved area structure plan is completed for the subject area.

Marwayne ASP - Draft 4
There was discussion on the previous ASP compared to the latest draft. There was concern raised about the plan including the highway in the ASP.
Moved by Councilor Whittaker that the Planning and Development Committee recommend that the County of Vermilion River Council receive for information the Amended Marwayne Area Structure Plan.

Moved by Councilor Whittaker that the Planning and Development Committee recommend that the County of Vermilion River Council schedule a public hearing for Bylaw 06-22 to present the Amended Marwayne Area Structure Plan for July 24, 2007 at 1:00 PM.

Moved by Councilor Latimer that the Planning & Development Committee recommend that the County of Vermilion River table first reading to amend the Land Use Bylaw No. 04-01, the Land Use District Map, to change the District classification of SW 12-51-3-W4 from Agricultural (A) District to Country Residential Two (CR2) District as shown on Schedule A.

Discussion followed on Stormwater Management concerns and at what stage of development a Stormwater Management Plan should be required.A written request for information from Council was received and discussed, with Reeve Whittaker giving a written response.
Moved by Councilor Whittaker that the Planning & Development Committee recommend that the County of Vermilion River postponed first reading to Bylaw 07-09 to amend the Land Use Bylaw No. 04-01, the Land Use District Map, to change the District classification of that portion of NW 21-50-1-W4 from Agricultural (A) District to Country Residential One (CR1) as shown on Schedule Auntil a revised Land Use Bylawhas passedand the ASP for the NW 21-50-1-W4 has passed.

Moved by Councilor Latimer that the Planning and Development Committee will receive for information a request for information - NW 21-50-1-W4 and Reeve Whittaker will draft a response.

Moved by Councilor Collins that the Planning & Development Committee recommends that the County of Vermilion Riveraccept the offer to purchase Lot 1, Block 3, Plan 2129EO in McLaughlin plus GST and all transfer costs and servicing costs.

Davco Welding - Discussion
Moved by Councilor Whittaker that the Planning & Development Committee recommend that the Development Officerrespond to the offer indicating that the parcel will be put up for public disposition.

presentedto the Committee meeting on July 23, 2007.

Moved by Councilor Latimer that the Planning & Development Committee recommends that the County of Vermilion River follow up on theAlberta Environment for the Subdivision Toolkit Development Project Phase One

Moved by Reeve Whittaker that the Planning & Development Committee request more information on the AOWMA Convention to be held in Red Deer on January 17, 18 & 19, 2008 for Council when convention information is available.
